What are the responsibilities and job description for the Deputy Fire Marshal position at Town of Montville?

The Town of Montville has an immediate opening for a full-time Deputy Fire Marshal.

This is a union position with the Montville Firefighters Association- Local #3386 and subject to the Collective Bargaining Agreement (CBA) currently in place.

The Deputy Fire Marshal works a 40 hour a week work schedule, 7:30am to 4:00 pm and has a take-home vehicle assigned.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

AND RESPONSIBILITIES:

  • Fights fires and assists in emergency life-saving procedures
  • Responds to all fire calls or community disasters with the Town of Montville
  • Assists the Fire Marshal in Fire Prevention and Inspection Programs
  • Performs Fire Safety Inspections and Fire Investigations as assigned by the Fire Marshal
  • Reviews plans and specifications for new construction and/or renovations, to ensure compliance with applicable codes. Recommends enforcement action and makes proper code recommendations as necessary
  • Submits detailed inspection reports and fire investigation reports to the Fire Marshal for review and approval.
  • Attends required certification training as conducted by the Connecticut State Fire Marshal’s Office.
  • Achieves training in the field of Emergency Management as prescribed by the Federal Government and the State Government
  • Acts as the Fire Marshal/Emergency Management Director when required
  • Serves as the Assistant Open Burning Official, as required
  • Aids the Town’s Risk Manager in seeking reimbursement for damages to town property through insurance or other means
  • Works schedule as assigned by the Fire Marshal
  • Works in on-call capacity after hours at the direction or assignment of the Fire Marshal
  • Fills a vacant shift at any firehouse when regular Fire Fighters and part-time employees are not available
  • Responds to fires and other emergencies as needed, and to assist the Career Firefighters during manpower shortages, i.e., lift assists at ambulance calls, operates critical fire apparatus
  • Ensure assigned vehicle is in presentable condition and has all scheduled maintenance performed on time
  • Conducts career Fire Fighter monthly training as required by State, federal, O.S.H.A. or N.F.P.A.
  • Assists in planning and organizing the work of the Fire Marshal’s office, including the scheduling of employees, supervision of the dispatch center, Fire Marshal’s office and paid firefighting staff
  • Consults with superiors regarding the scheduling of emerging priorities
  • Participates in the development of near-term and long-range planning and strategies to meet fire prevention and fire safety objectives of The Town.
  • Collaborates with the Fire Marshal and the Building Official in the technical review of, and provides commentary on, all building and development proposals, including reviewing plans and specifications for new construction to ensure compliance with applicable codes
  • Performs code enforcement inspections of all properties, as assigned, using procedures as outlined by the Fire Marshal and recommends enforcement action as necessary
  • Maintains records of fire investigations, inspections, permits and education in accordance with State Statutes
  • Participates in the testing and/or inspection of sprinkler systems, fire pumps, fire alarm systems, emergency lighting and other fire prevention and/or protection systems
  • Prepares informative articles on fire safety and prevention for public release and speaks to school, civic and private organizations regarding fire safety and prevention
  • Provides fire protection and prevention advice to business people and the general public
  • Occasionally works during the night hours on specific assignments such as (1) fire investigations; (2) special inspections and (3) place of assembly capacity checks
  • Keeps informed of federal, state and local regulations affecting emergency plans, and ensure the Town’s plans adhere to these regulations.
  • Participates in professional firefighting organizations to remain current on developments of value to Town government
  • Establishes and maintains effective and courteous working relationships with State and Federal Officials, Town Officials, Public Officials, residents, members of the general public, other departments and agencies, subordinates and co-workers
  • Regular attendance is a required

QUALIFICATIONS PROFILE:

Education, Experience and Training: High School graduate or GED, and two or more years’ experience as a Fire Inspector. State of Connecticut Certification as a Fire Marshal/Deputy Fire Marshal in accordance with Connecticut Statutes. State of Connecticut Emergency Medical Technician B Certification. State of Connecticut CDL or “Q” restriction. Connecticut Certified Firefighter II.

Knowledge, Skills and Abilities:

  • Thorough knowledge of modern fire prevention principles, procedures, techniques and equipment.
  • Thorough knowledge of the current Connecticut Fire Safety Code and all other codes, rules, regulations and policies pertaining to fire safety.
  • Thorough knowledge of fire inspection techniques.
  • Considerable knowledge of fire suppression techniques and equipment.
  • Ability to fight fires and assist in emergency life-saving procedures.
  • Ability to read and interpret blueprints, plans, specifications and drawings.
