What are the responsibilities and job description for the Administrative Specialist - Board of Assessors position at Town of Milford, MA?
Under the general supervision of the Assessor/Administrator, this position performs a variety of administrative and clerical duties. The Administrative Specialist interacts extensively with the public including residents, attorneys, developers, appraisers, state agencies and business owners.
Essential Functions
· Performs customer service, answers phones, replies to mail, email and in person inquiries.
· Processes motor vehicle excise bills received from the Registry of Motor Vehicles and commits excise taxes to the Tax Collector.
· Reviews excise abatement applications. Calculates and posts abatements. Prepares monthly abatement reports for the Tax Collector and Accountant.
· Submits corrections to the Registry of Motor Vehicles through ATLAS.
· Recommits excise taxes that belong to another town.
· Updates real estate and personal property records.
· Accesses and uses building permit software. Enters building permits and occupancy permits in real estate database and runs periodic reports.
· Receives abatement and exemption applications and verifies they are complete.
· Produces lists of abutters along with a computer report and mailing labels.
· Enters sewer liens into the real estate database for billing.
· Tracks business activity by maintaining contact information, logging forms of list, and reviewing business certificates.
· Sends annual mailings for forms of list and income expense questionnaires.
· Reviews and logs income expense questionnaires.
· Manages departmental receipts and initiates weekly turnovers to the Treasurer.
Required Qualifications, Education, and Experience
High school diploma or Associates degree with a focus on business and a minimum of five years office experience, preferably in a municipal environment.
Knowledge, Skills, and Abilities
Organized with the ability to multitask and prioritize
Strong written and verbal communication skills
Competency with Word, Excel, and ability to learn various software applications
Knowledge of Geographic Information Systems (GIS) and mapping
Able to interact with others respectfully, patiently, and professionally
Knowledge of Massachusetts General Laws relating to local taxation preferred
This is a full-time (35 hours/week) union position and is paid on an hourly basis. Hours of work are Monday, Tuesday, Thursday 8 – 4:30, Wednesday 8 – 6:00 and Friday 8 – 11:30. Starting pay is Grade 3, Step 1, $27.11/hour.
