TITLE: Collections Clerk
DEPARTMENT: Refuse/Recycling – PAYT Program
REPORTS TO: Operations/Facilities Manager or designee
SUPERVISES: N/A
JOB TYPE: Seasonal Part-Time 20-30 hours/week
SALARY: In accordance with established pay scale
POSITION SUMMARY:
The “Pay As You Throw” (PAYT) is the Town of Middletown’s recycling program. The PAYT Collections Clerk is responsible for providing administrative support to the Operations/Facilities Manager in the Refuse & Recycling division of the Middletown Department of Public Works. In particular, this position provides support to the Recycling Coordinator with those tasks associated with collecting user fees, recording and maintaining financial records established under the Town’s accounting protocols and procedures. This position regularly interfaces with the public and requires a commitment to the highest quality of customer service.
I ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential duties may include, but are not limited to the following, other duties may be assigned
- Assist the Operations/Facility Manager with clerical and administrative tasks
- Collect PAYT user fees by receiving cash/checks from residents or ACH (payment plan) applications from residents
- Issue PAYT stickers and receipts to users and records transactions accordingly
- Record user transactions on spreadsheet and the financial system, and reconciles any variances
- Ensure deposits are secured in the cash box
- Correcting any discrepancies
- Ensure proper accounting of collections and deposits
- Instruct residents where to obtain PAYT trash bags for the disposal of non-recyclable items
- Educate residents regarding non-recyclable items
- Other related duties as assigned.

- Ability to communicate effectively, both verbally and in writing

- Ability to interact with the public and maintain a professional, friendly and positive attitude
- Possess general knowledge of the town’s refuse/recycling program and the state’s recycling guidelines preferred
- Familiarity with cash collection operations
- General knowledge of the PAYT program is preferred
- Issue resolution related to waste removal
- Considerable speed and accuracy in counting money
- Ability to detect irregularities in checks, vouchers or similar cash items
- Problem-solving skills.
- Maintain accurate and detailed records.
- Ability to deal courteously with the public
III MINIMUM REQUIREMENTS:
- High school diploma or GED
- Microsoft proficiency, especially Excel
- Knowledge of general office practices and procedures
- Computer experience
- Basic mathematical skills
- Successful background check
- Cash and check handling experience
- Thorough knowledge of procedures and practices used in handling and accounting for the receipt and disbursement of monies
