GENERAL PURPOSE
Under broad supervision of the Town Engineer, performs professional level engineering work for the Town. Assists with oversight of the Engineering Department including capital and maintenance projects, development review, construction inspections, oil and gas regulations, floodplain management and the Town's GIS and master planning.
SUPERVISION RECEIVED
Works under the general supervision and direction of the Town Engineer with considerable latitude for independent judgment and action.
EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

- Participates in Development Agreement reviews and meets with developers and their engineers/planners; assists with technical issues of development agreements. Oversees and manages consultants performing services for the town.
- Reviews construction plans, engineering reports, final plans, and agreements for development.
- Inspects, monitors and approves infrastructure and public improvements.
- Performs advanced engineering review of developments including water, sewer, storm water drainage, and roadways, reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town Code requirements.
- Interprets policy and provides staff direction on implementation of policies and procedures.
- Assists with the annual Town budget, prepares cost estimates and future planning for 5-year Capital Improvement Plan.
- Prepares, presents, and reviews board agenda items and staff reports.
- Seeks grant opportunities and manages grants and agreements with agencies such as CDOT/DOLA/FHWA.
- Coordinates the design and construction of capital improvement and maintenance projects.
- Prepares and reviews cost estimates for public projects and manages project budgets.
- Responds to common inquiries or complaints from customers, regulatory agencies, members of the business community and the public.
- Presents information to the Town Board and other public/private agencies.
- Serves as project engineer on capital projects such as storm drainage systems, sewer utilities, pedestrian facilities, facilities, bridges and streets.
- Performs contract administration for consulting and construction projects.
- Coordinates engineering projects with outside agencies.
- Reviews private improvement plans for conformance with Town Code requirements.
- Assists the Public Works Department with projects and issues.
- Performs other related work as required and assigned.
EDUCATION & EXPERIENCE
- Bachelor's degree in civil engineering or related engineering field.
- Three to Five years of civil engineering experience
CERTIFICATES, LICENSES, REGISTRATIONS
- Registration as a Professional Engineer (PE) in Colorado is preferred.
- Valid Colorado Driver’s License and a satisfactory driving record.

- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables, such as plane and solid geometry and trigonometry.
