POSITION SUMMARY
Performs complex professional, technical, and administrative work in planning, organizing, and directing the work of the Concrete, Landscape, Streets, and Stormwater divisions of the Public Works Department, involved in the construction, maintenance, and repair of streets, sidewalks, storm drains, and related public facilities. Serves as a senior leadership team member responsible for assisting in the overall administration, strategic planning, operational management, and continuous improvement of Public Works programs, services, personnel, and infrastructure assets. Work is performed under the supervision of the Public Works Director.
ESSENTIAL FUNCTIONS

- Assists in managing, planning, organizing, and directing the work of employees engaged in streets, sidewalks, and stormwater systems construction and maintenance, and landscaping; ensures coordination of activities with other staff; ensures proper maintenance of Town structures and equipment.
- Reports to and advises the Public Works Director on public works projects and activities.
- Participates in long-range planning for infrastructure needs, regulatory compliance, and service excellence; prepares and administers capital and operating budgets; participates and oversees capital improvement projects; addresses citizen issues and problems.
- Monitors operational performance measures and implements process improvements to enhance service delivery, efficiency, and accountability.
- Performs or oversees selection, promotion, training, counseling, and disciplining of division personnel in consultation with the Public Works Director and subordinate supervisors; meets frequently with subordinate supervisors to solve more complex problems; sets priorities and deadlines, and provides guidance and direction.
- Engages in considerable personal contact with citizens concerning service requests and complaints; investigates and decides or recommends actions; coordinates projects with other departments; attends Town Council meetings to represent the Public Works Department.
- Prepares and reviews divisional operating budgets; monitors and approves expenditures; researches and prepares specifications for the purchase of equipment; estimates the cost of construction and other projects.
- Plans, organizes, and monitors a variety of contracted work; coordinates with engineers and contractors.
- Coordinates activities of CATS, NCDOT, Charlotte Water, and other agencies within the Town.
- Oversees Public Works asset management activities, including vehicles, heavy equipment, and related operational assets; monitors equipment condition, utilization, maintenance, and replacement needs; develops replacement recommendations and specifications; and coordinates the procurement of new vehicles and equipment in accordance with Town purchasing policies and departmental operational needs.
- Assists in coordinating Public Works emergency response operations during severe weather events, natural disasters, infrastructure failures, and other emergencies; may serve in an emergency management or incident command role.
- Provides a variety of special services to other departments when requested.
- Provides technical guidance and support to management, elected officials, and Town staff.
- Ensures departmental operations comply with applicable federal, state, and local regulations, environmental requirements, and safety standards.
- Utilizes and supports technology systems related to work management, asset management, GIS, fleet management, and operational reporting.
- Serves as Acting Public Works Director in the absence of the Director.
- Performs related duties as required.

PHYSICAL REQUIREMENTS
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
- Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects in various positions including overhead, at ground level, while bending, kneeling, reaching, twisting, and during prolonged standing or walking.
- Must possess the visual acuity to work with data and figures, operate a computer, use measuring devices, operate equipment and vehicles, monitor work site progress, and inspect and assure the accuracy and thoroughness of work.
WORKING ENVIRONMENT
Must be conscious of potential hazards and safety practices to avoid injury to others and themselves; May be subject to hazards including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, proximity to moving mechanical parts, vibrations, dust, mists, fumes, oils, tight quarters, and narrow passageways. This position is subject to all State and Federal OSHA regulations, including, but not limited to the following: bloodborne pathogens, hazard communication/GHS, personal protective equipment, slips, trips, and falls, etc.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Graduation from an accredited college or university with major course work in civil engineering, public works management, construction management, public administration, or related field.
- At least five years of increasingly responsible public works administration experience, including considerable supervisory experience; or an equivalent combination of education and experience.
CERTIFICATE AND LICENSE REQUIREMENTS
- Must possess or be able to obtain a valid North Carolina Driver's License within 60 days of employment. (If you possess a South Carolina Driver’s License and maintain residence in South Carolina, you are not required to obtain a North Carolina Driver’s License).
- Must possess or have the ability to obtain relevant professional certifications related to public works administration, stormwater management, project management, or emergency management.
