Description

DEFINITION
Mammoth Yosemite Airport (MMH) is owned and operated by the Town of Mammoth Lakes under the authorization of the Federal Aviation Administration (FAA). Its operating certificate requires significant compliance record management. MMH is regulated by or holds agreements with many business interests within the FAA, Transportation Security Administration (TSA), OSHA, California Department of Transportation Aeronautics Division, California Air Resources Board, State Water Resources Control Board, the Los Angeles Department of Water and Power, the United States Forest Service, Mono County Health Department, Long Valley Fire Protection District and others. This position assists the Airport Manager in meeting the requirements within these agreements.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Airport Manager. Exercises direct and indirect supervision over Airport Administrative Analyst.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include, but are not limited to:


  • Maintenance of 14 CFR Part 139 manuals and records, including daily, weekly, monthly, quarterly and annual inspections.
  • Assistance with the planning and organization of Airport administrative functions as directed by the Airport Manager.
  • Service as secondary contact for FAA Safety Inspectors, FAA Airport District Office (ADO), Flight Standards District Office (FSDO), and other agencies when the Airport Manager is unavailable.
  • Coordination of MMH environmental compliance with agencies including California Air Resources Board (CARB), Lahontan (with focus on hazardous substances), wildlife stewardship programs such as Caltrans’s Mammoth Lakes Wildlife Crossing Project along U.S. 395, administration of the Wildlife Hazard Management Plan, required mitigation measures for endangered species under CDFW and USFWS, and coordination of NEPA and CEQA for construction projects and land acquisition projects, etc.
  • Administration of Disadvantaged Business Enterprise (DBE) Program under 49 CFR Part 26 and the Airport Concessions Disadvantages Business Enterprise (ACDBE) Program under 49 CFR Part 23, submission of associated annual reports, and goal setting every three years. Serve as the Airport’s Disadvantaged Business Enterprise Liaison Officer (DBELO).
  • Administration of the Airport Nondiscrimination Compliance Program under Title VI of Civil Rights Act of 1964.
  • Coordination of annual permits and reporting for agreements such as Storm Water Pollution Prevention Plan, Federal Communications Commission licenses, Automated Weather Observation System Operation and Maintenance Management agreement with FAA, etc.
  • Assisting Airport Manager with new contracts and agreements, contract renewals, extensions and terminations.
  • Assisting Airport Manager with project management and executing the Airport Capital Improvement Program.
  • Assisting Airport Manager in maintenance of training records, annual budget analysis and scheduling.
  • Assisting Airport Manager in implementation of Airport Security Plan, including management of the vehicle access badging program.
  • Performance of general maintenance duties including snow removal, when needed.
  • Performance of ARFF/EMR duties as assigned.
  • Preparation and maintenance of division records, maps, charts, and related materials.
  • Performance of related duties as assigned.

Typical Qualifications

Knowledge of:

  • The organization, operations, procedures, policies, and functions of a public agency airport.
  • Organizational and reporting practices as applied to development, analysis and evaluation of programs, policies and operational needs.
  • Laws and regulations underlying airport operations and procedures.
  • Methods and techniques of compliance management and reporting.
  • State and federal regulations regarding airport operations and funding, including environmental compliance.
  • Principles and practices of record administration and project management.
  • ARFF/EMR duties.
Ability to:
  • Organize, originate, and follow through complex recurring reports to various state and federal agencies.
  • Prepare technical plans and studies.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Interpret and apply administrative and departmental policies, state and federal laws and regulations.
  • Be present and available for work.
Experience and Training:
Any combination of education, experience, and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the necessary knowledge and abilities would be:
Education
Bachelor's degree from an accredited college or university with major course work in public administration, business administration, engineering, planning, transportation planning, transportation, airport management, or a related field.
Experience
Three years of experience in airport, government, or a related field, including at least two years of administrative experience.
Experience using hand tools, power tools, welding tools, and motorized vehicles including heavy equipment.
Licenses and Certifications
  • Possession of, or ability to obtain within the state-required time frame of ten (10) days from hire date, a valid California Class C license is required.
  • Possession of or ability to obtain within the first year of employment, a valid Class A and/or B license is preferred.
  • Possession of, or ability to obtain certification in CPR is preferred.
  • Possession of, or ability to obtain FAA Part 139 Live Fire Certification Training for Index B/C so as to be certified as an Aircraft Rescue Fire Fighter is preferred.
