The Town of Lyman is seeking a highly motivated, detail-oriented, and knowledgeable individual to serve as Assessor. This full-time, salaried position plays a critical role in municipal operations and is responsible for the establishment and maintenance of fair and equitable values for all real estate and personal property within the Town in accordance with state and local statutes and regulations. This position follows a four-day workweek, Monday through Thursday with an anticipated start date of March 9, 2026.

- Essential Functions
Job Summary
Responsibilities require the ability to work independently while performing a broad range of statutory and administrative duties. The position includes conducting fieldwork, working closely with the public, and providing a high level of professionalism by responding to inquiries and assisting property owners with assessment-related questions. Duties involve technical, analytical, and administrative work associated with municipal assessment, including:
- Inspecting and appraising residential, commercial, industrial, agricultural, exempt, and personal property.
- Maintaining property valuation through discovery, visitation, data collection, and computer analysis.
- Preparing and executing the annual Commitment and setting the mil rate.
- Preparing and submitting the Municipal Valuation Return and Sales Analysis Return to Maine Revenue Services.
- Reviewing Declarations of Value, new deeds, updating tax cards, and maintaining accurate property records.
- Processing tree growth, open space, and farmland applications and exemptions.
- Coordinating tax map updates with mapping vendors.
- Addressing valuation appeals, abatements, and supplements in accordance with Maine law.
- Providing assessment data and information to taxpayers, real estate professionals, and the public.
- Maintaining excellent communication and fostering a collaborative working environment with all departments and the public.
- Fieldwork is required and may involve property inspections in various weather conditions.
Qualifications
Ideal candidate qualifications include:
- Thorough knowledge of Maine tax laws and municipal assessing procedures.
- Knowledge of mass appraisal techniques including cost, sales comparison, and income approaches to value.
- Experience with CAMA software systems (TRIO preferred).
- Ability to interpret deeds, read financial statements, and analyze property data.
- Strong mathematical, analytical, and problem-solving skills.
- Excellent written and verbal communication skills.
- Strong customer service skills with the ability to handle difficult or stressful situations professionally.
- Proficiency in Microsoft Office and related applications.
Minimum Requirements
Associate’s Degree in Finance, Accounting, Business, or closely related field preferred; three years of related experience; or any equivalent combination of education and experience may be considered.
Valid State of Maine Assessor’s Certification required or the ability to obtain certification within one year.
Must possess a valid Maine motor vehicle operator’s license.
Experience in a municipal assessing office is strongly preferred.
