Description

Performs intermediate administrative work reviewing reports for accuracy and compliance with state requirements and Departmental guidelines while planning, implementing, and managing the Police Department’s accreditation program. Performs technical work processing and maintaining chain of custody for evidence and found property. Work is performed under the limited supervision of the Administrative Supervisor.  


Essential Job Functions

  • Develops procedures to ensure compliance with the accreditation process; provides training for Department employees on all new and revised policies; conducts orientation for new employees regarding the accreditation process and provides any training on accreditation as required by the State. 
  • Maintains standard format of policies to be reviewed and revised on a scheduled basis; maintains master and archive files for written directives. 
  • Enters data on compliance with State Accreditation and submits annual, biennial, and quarterly agency reports as required. 
  • Reviews and corrects all reports such as incident, arrest, supplements, and wreck reports for accuracy to ensure state requirements and Departmental guidelines are met; ensures reports are sent to the NC DMV or the State. 
  • Assists with the revision and reviews of all new and revised policies to ensure compliance with the State Accreditation Program. 
  • Assists with entry of data such as parking tickets, citations, and requests for residential/business checks. 
  • Answers questions from the public about records; provides reports via phone, email, or fax; screens calls and inquiries; secures and gives information; handles public and internal requests for services or information. 
  • Assists with updating information in Department-specific databases and programs; compiles technical reports, including crime analysis reports. 
  • Maintains the evidence room in an organized manner. Testify in court relative to evidence handling and chain of custody. 
  • Transports evidence and found property for testing or processing; ensures custody and disposition in accordance with federal and state law regulations. 
  • Retrieves and releases evidence to owners, officers, prosecuting attorneys, and government agencies in accordance with established policies and procedures. 
  • Assists with all evidence and property requests as needed. 
  • Attends job-related training as required. Attend annual NCLEAN conference. 
  • Serves as an Assistant Terminal Agency Coordinator (ATAC) for the Police Department. 
  • Assists with the entry non-emergency calls answered during regular business hours into Computer Aided Dispatch (CAD) and coordinates with the shift supervisor to ensure sworn personnel respond appropriately. 
  • Creates and composes letters, brochures, etc.; proofreads and edits for outgoing public information. 
  • Compiles information and produces documents and reports; assists with edits and updates of Department programming information on the website. 
  • Assists with running monthly DCI audit queries to identify and correct errors in preparation for sending reports to the S.B.I. 
  • Transfers e-Citations from state system to RMS; transmits from RMS to SBI Traffic Stop Reporting database. 
  • Assures clear lines of communication between executive leadership staff and line officers and that Departmental policy, procedures and practices are clearly transmitted and understood. 
  • Integrates and aligns with organizational culture and leadership philosophy. 

Requirements

  • Bachelor's degree and considerable experience in accreditation, administrative support work, police reporting systems, public records law, or equivalent combination of education and experience. 
  • Possession of or ability to obtain D.C.I. certification within six months of hire. 
  • Possession of an appropriate driver’s license valid in the State of North Carolina. 

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of Police Records Management System (RMS) and state and Departmental regulations. 
  • Comprehensive knowledge of DCI audit requirements. 
  • Comprehensive knowledge of standard office equipment and software including word processing, spreadsheets, databases, and presentations. 
  • Thorough knowledge of the responsibilities of a Terminal Agency Coordinator (TAC). 
  • Thorough knowledge of police reporting systems and state requirements for data reporting, public records law, and discovery procedures. 
  • Thorough knowledge of law enforcement accreditation standards including management philosophies and operations and related familiarity with state federal, and other local agencies and organizations. 
  • Thorough knowledge of public administration philosophies and concepts. 
  • Ability to perform a considerable volume of detailed record work. 
  • Ability to type accurately and at a reasonable rate of speed. 
  • Ability to operate a variety of standard office equipment. 
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals. 
  • Ability to compute rates, ratios, and percentages. 
  • Ability to understand and follow instructions in both oral and written form. 
  • Ability to communicate effectively in person and by telephone. 
  • Ability to establish and maintain effective working relationships with associates, management, elected officials, other agencies, and the public. 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force; work frequently requires sitting and speaking or hearing and occasionally requires standing, walking, and using hands to finger, handle, or feel; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

**This position is approved for Fiscal Year 2025-2026.  The hiring date will be on or after July 1, 2025.

Salary : $54,600 - $68,250
