Nature Of Work
This advanced professional-level position provides leadership, oversight, and technical expertise in the administration, implementation, security, and support of all law enforcement-specific technologies used by the Leesburg Police Department. These systems include but are not limited to: Computer-Aided Dispatch (CAD), Records Management Systems (RMS), mobile data terminals, body-worn and in-car video systems, digital evidence management, and public safety communications equipment. The Police Information Technology (IT) Manager ensures these systems meet operational needs and all applicable security and compliance standards, including Criminal Justice Information Services (CJIS), Virginia Criminal Information Network (VCIN), the Virginia Freedom of Information Act (FOIA), and cybersecurity best practices. The position collaborates closely with the Town’s Information Technology Department and serves as the primary technology liaison for the Police Department, guiding strategic planning, procurement, implementation, training, and technical support.

Required Qualifications
- Bachelor’s Degree in Information Technology, Computer Science, or a related field; or equivalent combination of accepted education, training and experience.
- Minimum of five (5) years of progressively responsible IT experience, including at least two (2) years in a supervisory or lead role.
- Strong working knowledge of cybersecurity principles and compliance standards, including endpoint/network security.
- Proficiency in diagnosing and resolving technical issues across enterprise systems, servers, and devices.
- Experience managing network and server environments, including endpoint and Internet of Things (IoT) device integration.
- Familiarity with programming or scripting languages such as Structured Query Language (SQL), Python, or .NET.
- Ability to manage multiple concurrent technical projects, vendor relationships, and IT procurements.
- Proven ability to design and lead training programs for users on complex systems.
- Excellent problem-solving, communication, and analytical skills.
- Possession of a valid driver’s license and a safe driving record.
- Must obtain and maintain VCIN Level B certification within six (6) months of hire.
- Availability for after-hours emergency response.
Preferred Qualifications
- Prior experience supporting IT systems in a law enforcement or public safety agency.
- Strong working knowledge of CJIS, VCIN and FOIA compliance standards.
- Demonstrated experience with public safety technology platforms, including CAD/RMS systems, digital video platforms (body-worn/in-car), mobile data terminals, and digital evidence systems.
- Experience managing digital evidence platforms and public safety surveillance systems.
- Experience supporting call-handling and recording systems in a communications center environment.
- Industry-recognized certifications such as CompTIA Security , Microsoft Certified Professional (MCP), Cisco Certified Network Associate (CCNA), Information Technology Infrastructure Library (ITIL), or equivalent.
- Bilingual in English/Spanish.
SPECIAL REQUIREMENTS
- All Police Department employees are subject to polygraph examination and a comprehensive background investigation.
- Must be able to provide testimony under oath in a court of law.
