GENERAL SUMMARY:
Under general direction of the Town Manager, responsible for the collection and accounting of all accounts receivable for the Town including real estate and personal property taxes, motor vehicle excise taxes, utility, and other related fees. Deposits all funds collected in appropriate investment accounts and ensures that all operating and capital costs are met in a timely manner.
ESSENTIAL JOB FUNCTIONS*:
· Plans, organizes, supervises, and participates in the collection and accounting of all accounts receivable for the Town.
· Develops and implements tax collection procedures to ensure the timely collection of all revenue.
· Responsible for the timely deposit of all monies and funds into appropriate investment vehicles as set forth by State Department of Revenue.
· Ensures maximum return and safety on investments regarding selection of investment vehicles and allocation of funds between various investment options.
· Conducts background checks on potential new banks and other investment vehicles and obtains services of outside professionals as necessary.
· Determines long and short-term cash needs for the Town and ensures available funds to meet operating and capital expenditures. Borrows short and long-term funds to meet Town obligations in accordance with mandates.
· Oversees the processing of bi-weekly payrolls including direct deposits, Federal & State tax obligations, and payments for employee deductions. Files statutory Federal & State reports, prepares and distributes employee W-2 forms and electronically files documentation with the IRS & DOR.
· Makes timely payments for the Town expenses including salaries, wages, and withholdings.
· Funds and pays all accounts payable and other expenses prepared by Town Accountant and approved by the Town Manager.
· Performs a variety of reconciliation of several accounts on a daily and monthly basis as well as fund balances.
· Responsible for tax title administration from the initial delinquency letters to filing the tax liens at the Registry of Deeds up to and including foreclosure filing in Land Court.
· Prepares annual department budget as well as the budgets for Debt Service, Retirement and Insurance.
· Responsible for the timely preparation and submission of necessary reports and documents and reconciles balances with the Town Accountant.
· Represents the Town as necessary in the prosecution of delinquent accounts.
· Prepares for annual audit and provides required documents.
· Maintains professional certification status with the Massachusetts Collectors & Treasurers Association by attendance at workshops and seminars and participation in state and municipal association educational activities.
· Supervises department staff; conducts performance reviews and recommends changes in status and compensation.
OTHER DUTIES AND RESPONSIBILITIES:
· Establishes and maintains database files for office and other Town departments.
· Performs other related duties as assigned.
SKILLS/EXPERIENCE REQUIRED:
· Duties require knowledge of business administration, finance, or public administration equivalent to a Bachelor’s degree and three to five years of experience in accounting, business, or finance in a public sector environment.
· Knowledge in implementing and maintaining finance related information systems and knowledge of database management.
· Demonstrated knowledge of accounting practices and collection techniques. Ability to recognize Town-wide priorities and work cooperatively to support their accomplishment.
· Ability to conceptualize and implement goals and objectives for the Treasurer/Collector Department.
· Ability to analyze complex issues and develop relevant and realistic plans, programs, and recommendations.
· Planning, management, organizational, and supervisory skills with the ability to prioritize & delegate tasks.
· Financial management skills.
· Ability to communicate effectively both verbally and in writing, and to establish and maintain positive public relations for the Town.
· Knowledge of related statutes, by-laws, regulations, policies, and procedures.
· Ability to provide service to taxpayers and explain situations which must be resolved according to Massachusetts General Laws.
SUPERVISORY RESPONSIBILITY:
· Supervises the Assistant Treasurer and Assistant Collector
WORKING CONDITIONS:
· Normal office environment not subject to extremes in temperature, noise, etc.
· Frequent interruptions to assist a variety of employees, the public, and others on the telephone or in person.
· May spend extended periods of time at the computer terminal, at desk or on the telephone and operating other office equipment requiring eye/hand coordination and finger dexterity.
· Occasional lifting, standing, bending and carrying of files, documents, and records.
· Occasional travel for short distances required to local financial institutions or to attend meetings.
