Public Works Lead β€” Job Description

A Public Works Lead is a mid-level operational role in a city or municipal public works department, typically reporting to the Town Chair. The position involves leading crews, managing maintenance and repair projects, and ensuring the safety and efficiency of public infrastructure.

Role Overview

Under general supervision, the Public Works Lead leads, trains, and oversees a crew engaged in traffic operations, street maintenance, utility work, drainage, and related facilities. The role requires both managerial and hands-on skills, balancing supervision with direct participation in complex public works tasks.

Essential Duties

  • Crew Leadership & Training: Lead and direct assigned staff on daily operations and projects; train new or less experienced employees in proper work methods, tools, and safety precautions.
  • Infrastructure Maintenance: Perform and oversee maintenance, repair, and construction of streets, sidewalks, alleys, drainage systems, stormwater, signs, pavement markings, and related structures
  • Equipment Operation & Maintenance: Operate and troubleshoot a variety of heavy and light construction/maintenance equipment (e.g., backhoe, dump truck, street sweeper, loader, air hammer, chain saw, pump, grinder) and maintain equipment readiness.
  • Safety & Compliance: Ensure work sites are safe, secured, and compliant with safety standards; enforce use of PPE and follow all site safety procedures
  • Traffic & Site Management: Secure worksites from traffic hazards; direct traffic control; install and remove signage; mark underground services
  • Project Support: Assist in planning, organizing, and assigning work; estimate materials; maintain inventory of parts and supplies
  • Customer Service: Respond to citizen complaints and inquiries; communicate work progress and results to supervisors and the public
  • Utility & Environmental Work: Participate in utility cuts, tree trimming, graffiti removal, and seasonal maintenance (Road mowing, snow plowing, salting, etc.)
  • Continuing Education and Trainings: Participate in and encourage and direct employees to further their skills by participating in continuing education and skills trainings
  • Reporting: Document daily work logs, material usage, and report issues to the Township Chairman, along with monthly reports to the town board.

Skills & Qualifications

  • Technical Skills: Proficiency in operating and maintaining public works equipment; knowledge of construction, maintenance, and utility systems.
  • Management Skills: Ability to lead a crew, set priorities, and coordinate tasks.
  • Safety Awareness: Strong understanding of OSHA and municipal safety regulations.
  • Communication: Proficient oral and written communication for training, reporting, and customer interaction.
  • Physical Requirements: Ability to perform physically demanding tasks, including lifting, operating heavy machinery, and working in varied weather conditions.
  • Licenses: Valid Commercial Driver's License (CDL) Class B with air brakes.

Work Environment

  • The role is typicallyon-site, involving outdoor work in all weather conditions, with overtime, on-call, and seasonal demands. It requires a high level of physical fitness.
