What We Are Looking For
The Town of Frederick is seeking a strategic, technically strong, and forward-thinking Water Resources Manager to help lead one of the Town’s most critical service areas. This is a high-impact role responsible for advancing Frederick’s short and long-term water resource strategy, including water supply, conservation, capital planning, growth coordination, and regional partnerships.
Reporting to the Public Works & Engineering Director, the Water Resources Manager will lead the Town’s Water Resources Division and play a central role in protecting, planning, and positioning Frederick’s water future. This position oversees the Town’s water rights portfolio, water supply accounting, compliance with decrees and contracts, water resource planning, development review, and water-related capital initiatives. The role also serves as a key liaison with legal counsel, engineering consultants, regional partners, developers, and the public.
We are looking for someone who brings a strong understanding of Colorado water resources and can operate effectively at both the strategic and operational level. The ideal candidate will have the judgment, technical depth, and communication skills to guide complex water issues in a fast-growing community.
What You Will Do
· Lead and manage the Town’s Water Resources Division, including staff supervision, performance management, and team development
· Oversee the Town’s water rights portfolio, including water use, accounting, compliance, and strategic planning
· Develop and guide Town strategy related to water supply, conservation, drought response, and long-term reliability
· Support the Town’s growth and development through water system planning, development review, and infrastructure buildout coordination
· Partner across departments to align water resources strategy with community growth, operations, sustainability, and capital priorities
· Coordinate the management of water-related infrastructure, including reservoirs, pipelines, and ditches
· Represent the Town in regional partnerships, meetings, and multi-year water resource initiatives
· Lead water-related capital planning and support the Town’s role in regional supply, delivery, and treatment investments
· Manage contracts and support water court activities in coordination with legal counsel and consultants
· Ensure compliance with state water administration requirements and applicable decrees and contractual obligations
· Help guide rate and fee studies, procurement efforts, budget planning, and long-term financial modeling related to water resources
· Serve as a key point of communication for stakeholders, residents, business partners, HOAs, Town boards and commissions, and the Board of Trustees
· Lead and support public communication related to water issues, priorities, and community impacts
· Respond to local and regional emergencies as needed
Minimum Qualifications
· Bachelor’s degree in Civil Engineering, Natural Resource Management, or a related field
· At least 5-7 years of relevant experience in water resources, water rights, utility planning, or a closely related area
· At least 3 years of supervisory or leadership experience
· Experience with budgeting and water rights administration
· Knowledge of hydrology and Western water law
Preferred Qualifications
· Colorado Professional Engineer license, or ability to obtain
· Experience working with regional river basins
· Expertise in drought planning and water modeling
· Experience working with partners and providers in Northern Colorado and the basins represented in the Town’s water portfolio
· Strong collaboration, and public communication skills

Working Conditions
