What are the responsibilities and job description for the Chief Assessor position at Town of Foxborough (MA)?
Performs highly responsible functions of a technical nature requiring considerable judgment in the analysis and determination of property values; duties require independent thinking and initiative in the administration of the Assessor’s Office. The Chief Assessor must establish policies and procedures to meet new conditions.Appraise and/or coordinate the appraisal of residential, commercial, industrial and personal property for the town; conducts inspections of property as necessary and appropriate; oversees town-wide revaluation of property.
Establish taxable values for new, remodeled, or enlarged residential, commercial, and industrial buildings according to market data, replacement costs, and/or capitalization of income approaches to value; examines deeds, maps, building plans and permits, personal records and market data to obtain additional valuation data and to locate all taxable personal property.
Design, implementation, maintenance, and accuracy of the department’s data processing system and re-calibrates all tables and values in the appraisal system to achieve full and fair valuations of all properties; works on the design, implantation and maintenance of the Geographical Information System (GIS).
Reviews all applications for abatement; inspects subject properties for data verification as necessary, makes decisions to abate or deny; communicates with taxpayer, refers decisions to the Board of Assessors for final approval; defends valuation decisions at the Appellate Tax Board; testifies before other boards, commissions, courts as an expert witness as needed; brings before the Board of Assessors problems that come up in the course of appraising property in the town. Oversees the preparation of all required reports for the Massachusetts Department of Revenue; participates in the annual financial tax rate setting recapitulation sheet; coordinates with DOR Certification Advisor all necessary work to achieve the Annual Certification of values; coordinates the commitment of real estate, personal property, motor vehicle excise, and special assessment tax bills to the tax collector; prepares and administers the department’s budget, purchases department equipment and supplies and oversees the maintenance of department records.
Performs similar or related work as required, directed or as situation dictates. Regular attendance at the workplace is required.Bachelor’s Degree with courses in business, finance and property assessment; five years of real and personal property appraisal experience, or an equivalent combination of education and experience. Massachusetts Class D motor vehicle license, Massachusetts Accredited Assessor certification (MAA).Works under the general direction of the Finance Director. Supervises two staff members.
Work is generally performed partially in the office and mostly in the field. Employee is occasionally exposed to variable outdoor weather conditions and the hazards associated with the construction sites including temperature extremes and loud noises.
Regularly operates an automobile, computer, telephone, and standard office machines. Makes frequent contact with town departments, other local officials, contractors, the general public, real estate agents, and appraisers. Has access to records of legal proceedings, which requires the application of appropriate judgment, discretion and professional protocols.
Minimal physical effort generally required in performing administrative duties; moderate physical effort required when conducting field inspections; ability to maneuver stairs and uneven terrain for field inspections during all types of weather conditions. The Chief Assessor will be required to reach with hands and arms, stand, walk, and use hands to finger, hand, feel, or operate objects, tools, or controls. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, the ability to adjust focus, and the ability to determine color.
