Under direct supervision of the Support Services Lieutenant, the Property and Evidence Supervisor is responsible for overseeing all operations of the Property and Evidence unit. This includes intake, processing, preservation, storage, and lawful disposal of physical property and evidence and other items submitted to the unit. This position provides direct supervision, leadership, and training to Property and Evidence Technicians, ensuring consistent and compliant evidence-handling procedures. As the Lead Property and Evidence Custodian, maintains a chain of custody for all evidence required for the prosecution of criminal cases and provides expert criminal court testimony regarding evidence control and procedures. 
  • Acts as a Lead Property and Evidence Custodian.
  • Demonstrates an advanced understanding of property and evidence management practices, laws, and documentation. 
  • Demonstrates proficiency in the daily job functions of the Property and Evidence Technician.
  • Provides supervision and direction to Property and Evidence Technicians; evaluates personnel and provides correction, discipline, commendations, and training as needed; makes recommendations for hiring and termination.
  • Promotes training and development of assigned personnel; leads by example and promotes a positive work environment.
  • Coordinates Police Recruit training and Briefing Training for officers as topics are identified.
  • Coordinates with Patrol and Criminal Investigations supervision to ensure continuity of processes and procedures.
  • Makes policy recommendations and maintains standard operating procedures.
  • Reviews evidence and property submitted by employees to ensure it is submitted correctly.
  • Assures property is maintained securely while following state and federal law.
  • Performs investigative research for proper disposition of evidence and completes documents required for disposal.
  • Assists the public with identifying and claiming property, resolves public inquiries and/or complaints.
  • Processes evidence to submit to laboratories.
  • Assists in the processing and collection of evidence to include crime scenes as requested.
  • Responsible for preventing unauthorized release of property or evidence.
  • Responsible for ensuring the accuracy and documentation of property and evidence.
  • Prepares and submits daily, weekly, and monthly reports.
  • Prepares property for auction, donation, destruction, or departmental use while completing required documentation.
  • Assists with inventories of all property and evidence per law, policy, and Texas Best Practices.
  • Maintains forms used in collection, handling, packaging, and ensures information is available to employees.
  • Inventories, maintains, and purchases supplies required to accommodate evidence handling integrity for department personnel.
  • Maintains property room, evidence lockers, and work areas.
  • Manages the security and organization of the property room, or any area used for the storage of property and evidence.
  • Prepares evidence for trial. May be required to provide expert testimony in court proceedings.
  • Encouraged to participate in professional organizations related to evidence preservation. Notifies supervisor of any legislative changes or improved retention practices.
  • Maintains Texas Best Practices standards and prepares necessary documentation. Maintains an accurate record of all evidence per the state retention schedule.
  • Maintains regular and punctual on-site attendance. May be required to report after regularly scheduled work hours as needed.
  • Adheres to personal safety, departmental policy, administrative orders, and state and federal law.
  • Performs other duties as assigned.
  • A high school diploma or General Equivalency Diploma (GED) is required.
  • Must have a valid Texas driver's license and driving record must be in compliance with Town policy. 
  • Must submit to and pass a post-offer, non-regulated drug test, polygraph and psychological exam, and thorough background checks (including criminal history).
  • Advanced TAPEIT (or other approved organization) certification or the ability to obtain certification within one year of employment is required.
  • Five years of experience in a property and evidence position or related field is required.

  • Frequent climbing, balancing, reaching, standing, stooping, kneeling, crouching, and manual dexterity.
  • Must be able to read, see, hear, talk, write, and sit for long periods of time; and enunciate clearly, precisely, and effectively with a pleasing voice tone quality. 
  • May be required to move various items weighing up to 52 pounds with the use of a dolly for assistance.
  • Work is typically performed in both standard office and outdoor environments, with potential exposure to adverse weather conditions. 
  • Potential exposure to fumes, airborne particles, infectious diseases, and criminal suspects.

  • Sixty (60) hours college credit from an accredited university/school is preferred. 
 
Knowledge/ Skills / Abilities
  • Knowledge of inventory management principles.
  • Knowledge of evidence and abandoned property laws.
  • Skilled in operating a computer and related software applications.
  • Must have an intermediate working knowledge of or be able to be trained to utilize specific evidence tracking software.
  • Must be able to read and interpret Texas Code of Criminal Procedures, lab reports, case dispositions, and other law manuals.
  • Must have excellent English communicative skills to include spelling, grammar, and punctuation.
  • Must be able to follow oral and written directives; administer multiple projects; prioritize and organize work assignments; and meet deadlines.
  • Must be able to work in a team setting and foster a cooperative working environment which maintains a positive image of the department and promotes harmonious relations among employees or between employees and the public.
  • Must work effectively and efficiently with citizens and the general public and maintain a pleasant and friendly demeanor.
  • Must maintain a strong customer service focused attitude.
  • Ability to be on-call.
