What are the responsibilities and job description for the CCTV Technician position at Town of Flower Mound?
Under general supervision, collects, analyzes, and stores field data to support a high-quality water and wastewater system. Performs CCTV inspections of wastewater mains and services and conducts condition assessments as part of the Town’s asset management program.

- Operates and maintains the mobile CCTV inspection unit and inspects assigned vehicles for needed maintenance.
- Performs preventative maintenance duties under the SSOI Program, including CCTV pipeline and manhole inspections, hydro-jetting, smoke testing, and dye testing.
- Coordinates inspection schedules with customers, contractors, and Town staff and assists in investigating complaints related to wastewater backups, odors, and SSOs.
- Collects and documents condition data for wastewater pipelines; prepares condition reports and recommends remediation needs.
- Uses technical equipment to monitor, record, and calculate system performance for wastewater collection and water distribution.
- Assists with survey functions using GPS or similar systems.
- Utilizes software including GraniteNet, CityWorks, Microsoft Office, Collector, Workforce, and Survey123 for documentation and workflow.
- Provides technical support during asset rehabilitation projects and supplies system information for CIP and development projects.
- Assists the Crew Leader with SSO compliance, worker training, safety practices, and hazard identification.
- Follows personnel, safety, and departmental policies; keeps the Crew Leader informed; and assists coworkers as needed.
- Performs other duties as assigned.
- High school diploma or General Equivalency Diploma (GED) is required.
- Education or experience in Civil/Environmental Engineering, Engineering Technology, or Water Utilities is required.
- Must possess a valid Texas Class “C” Driver License.
- Must be able to obtain a valid Texas Class “B” Commercial Driver License, with required endorsements and without restrictions, within six (6) months of hire. Driving record must comply with Town policy.
- Must obtain a D Water license or a Wastewater Collections Class I license (TCEQ) within eighteen (18) months of hire.
- Must obtain a C Water license or a Wastewater Collections Class II license (TCEQ) within twenty-four (24) months of hire.
- Minimum of six (6) months of experience in water utilities, public works construction/inspection, or a related field.

- Must be able to read and understand blueprints, maps, manuals, and regulations; follow oral and written directives; and maintain good hand/foot/eye coordination for equipment operation.
- Must be able to perform strenuous physical activities including exerting up to 100 lbs. of force; lifting heavy objects; shoveling for extended periods; crawling; bending; walking; kneeling; climbing on/off equipment; and operating vibrating equipment.
- Must be able to work indoors, outdoors, underground, in confined spaces, in trenches, and on level or uneven/slippery terrain under noisy conditions.
- Must be able to work in adverse environmental conditions, including inclement weather and exposure to mechanical hazards, dust/mist, poor illumination, chemical hazards, and blood-borne pathogens.

- Ability to obtain NASSCO PACP, MACP, LACP, and ITCP certifications.
- Understanding of principles, practices, and regulations governing wastewater collection systems.
- Experience using GraniteNet or similar software for pipeline/manhole inspections.
- Skill in operating, maintaining, and performing basic repairs on mobile CCTV inspection units.
- Experience with tools, equipment, and materials used in wastewater collection system maintenance and repair.
- Technical experience in surveying, construction, utility inspection, or similar field work.
- Knowledge of wastewater system hazards, traffic control procedures, and personal protective equipment requirements.
- Working knowledge of computers, spreadsheets, Office 365, and mapping applications (Esri, ArcMap, ArcPro, AutoCAD).
- Excellent written and verbal communication skills.
- Availability to work after-hours and participate in an on-call rotation.
