What are the responsibilities and job description for the ASSISTANT ASSESSOR position at Town of Falmouth, MA?

The Town of Falmouth welcomes applications from experienced professionals to join our Assessing team as the full-time Assistant Assessor. The Assistant Assessor is an Assistant Division Head level position that assists the Director of Assessing in managing the Assessing Division of the Finance Department and ensuring accurate and fair property tax assessments that are vital to funding essential municipal services. This is a full-time, benefited position that works at the Falmouth Town Hall and in the field 37.5 hours per week, Monday through Friday, from 8 a.m. to 4:30 p.m.

In addition to assisting the Director of Assessing with managing the personnel and operations of the six-person Assessing Division, the Assistant Assessor:

  • Acts as the Director of Assessing in the Director’s absence;
  • Performs technical, inspection, statistical analyses, and administrative work to assist the Director with municipal tax assessments in accordance with the directives, policies, and best practices of the Massachusetts Department of Revenue and in compliance with state statutes;
  • Reviews recertification revaluations, re-assessment plans, the classification of real property, and a variety of reports and lists, including classification tax allocation to the Property Tax Bureau;
  • Analyzes new values and ensures that state timeframes are met;
  • Views residential and commercial property, performs field measurements and inspections, and evaluates land and land changes;
  • Reports property tax base growth and all changes in valuation and determines whether changes are permitted;
  • Reviews tax abatement applications and adjusts values as necessary according to assessment principles and best practices;
  • Interprets tax laws and regulations affecting property valuation and tax assessments for taxpayers;
  • Prepares for and represents the Town at Appellate Tax Board (ATB) hearings;
  • Performs statistical analyses using multiple programs and file types;
  • Compiles and prepares documentation of methodologies;
  • Performs all other related work as required.

Minimum Qualifications: Associate degree in business management, finance, statistics, mathematics, or related field with courses in property assessment and three (3) to five (5) years of experience performing assessing/appraisal work for tax purposes; or an equivalent combination of education and experience which demonstrates possession of the knowledge, skills, and abilities necessary to perform the essential functions of the position.

Must have a valid Massachusetts Class D driver’s license. Massachusetts Accredited Assessor (MAA) certification preferred or must obtain MAA certification within twelve (12) months of employment. Must maintain MAA certification throughout the Assistant Assessor appointment.

Expected Starting Range: Step 1 ($37.22/hour) – Step 7 ($47.09/hour), commensurate with qualifications and experience.
