JOB DESCRIPTION
TITLE: Assistant Director-Highway/RRM Operations Manager
DEPARTMENT: Public Works

GENERAL STATEMENT OF DUTIES: Under the general supervision of the Director of Public Works and/or Deputy Director of Public Works, is responsible for the operation of all aspects of the Highway and Refuse and Resource Management Divisions of the Department of Public Works.
SUPERVISION RECEIVED: Works under the direction of the Director of Public Works or his/her designee.
SUPERVISION EXERCISED: Supervision of the operations of the Highway and Refuse and Resource Management Divisions including but not limited to daily assignments, department's construction projects and the Town's transportation infrastructure. Supervises clerical, skilled and unskilled workers. May also exercise supervision on specific tasks or as directed by the Director of Public Works or his/her designee.
ESSENTIAL JOB FUNCTIONS:
§ Implement the policies and procedures set by the Director of Public Works governing the general operations of the Highway and Refuse and Resource Management Divisions. Propose changes for department process improvements as necessary.
§ Planning, scheduling, coordination and supervision of the operations of the Highway and Refuse and Resource Management Divisions including but not limited to daily assignments, department's construction projects and the Town's transportation infrastructure.
§ Plans, organizes and supervises collection of residential solid waste, recyclables and yard waste.
§ Observe department policies and procedures as established through the union contracts. Participate in union negotiations as necessary so that the department and Town's best interests are met. Establishes work methods and standards; assures organizational and individual goals are achieved; interprets Personnel Rules, policies and procedures and enforces regulations and applicable contractual agreements.
§ Handle the day to day administrative responsibilities which include but are not limited to providing leadership, instruction and training of staff in safety, construction, maintenance and repair means and methods; oversee random DOT drug testing procedures, control overtime call in list, and authorize timesheets and paid time off requests.
§ Oversees the construction, maintenance, operation and repair of the municipal transfer stations, access road, and related facilities.
§ Plans, organizes and schedules maintenance operations including: reconstruction, repair, plowing, deicing, and cleaning of roads, bridges, sidewalks and parking lots; laying and repair of drainage pipe and related facilities; construction, repair, and clearing of catch basins; street sweeping; care and removal of municipal trees; leaf collection; general care and maintenance of roadsides; and construction, repair and maintenance of other public facilities as assigned.
§ Plans, organizes, and supervises response to winter, road, bridge, storm drainage and related emergency situations that require immediate attention to protect public health and safety.
§ Provide input and assistance with the preparation of the annual budget for the Highway and Refuse and Resource Management Divisions. Administer and maintain oversight of the expenditures within the annual budget and in conformance with established Town policy and procedures including, but not limited to, general fund, special revenue funds and capital appropriations. Assist as necessary with Grant applications and requests. Provides regular updates on operating and budget financial conditions.
§ Planning, scheduling, coordination and supervision of winter season snow and ice control operations; working collaboratively with all other DPW Departments and contractors.
§ In coordination with the Fleet Manager, making recommendations regarding the purchase of new equipment, vehicles and supplies as necessary.
§ Maintain and update department records including operational, work order, inventory, infrastructure maintenance and repairs, and equipment.
§ Investigate and respond to property owner and resident concerns regarding roadways, sidewalks, drainage systems and other transportation related infrastructure. Resolve any issues that may arise.
§ Manages and coordinates multiple priorities adhering to established time frames and performance standards.
§ Recommends revisions to departmental policies and procedures, forms, account classifications and statements as the work environment requires.
§ Establishes and maintains effective working relationships with department staff, work partners and vendors, citizens, public and private organizations and businesses and other Town staff using principles of good customer services. Ensures department policies and procedures are enforced while maintaining a high level of customer service. May have interactions with agitated individuals. Respond to emergency calls on a 24-hour, 7-day a week basis.
§ Manage the eviction process on behalf of the Department of Public Works.
§ Regular and punctual attendance.
§ Perform other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
· Considerable knowledge of financial and budgetary principles, practices and procedures and their application in a public sector environment. Knowledge of information technology practices and application. Knowledge of municipal reporting requirements and procedures.
· Knowledge of and considerable skill in the use Microsoft Office Suite products. MUNIS experience desirable.
· Knowledge of the principles and practices of supervision and personnel administration.
· Skill in utilizing and implementing modern office methods, technology and practices, particularly as it relates to public works applications.
· A Broad knowledge of the principles and practices of the management of Highway and Solid Waste Divisions of a municipal public works department.
· Extensive experience working with the materials, methods, and practices essential to the construction, maintenance, and repair of roadways, bridges, sidewalks, and drainage systems.
· Good knowledge of State and Federal laws and regulations regarding safety regulations and requirements.
· Ability to establish and maintain effective working relationships with division managers, subordinates, Town officials, employees and the general public; resolve conflicts and deal effectively with dissatisfied individuals.
· Ability to conduct cost analyses and evaluate budgetary or financial problems, to collect pertinent data in the preparation of reports and statements and design and implement practical and creative solutions. Ability to perform a broad range of supervisory responsibilities.
· Ability to interpret and understand engineered plans and processes related to public works projects and responsibilities.
· Ability to evaluate program alternatives and make recommendations.
· Ability to analyze complex administrative problems, evaluate alternatives, and make creative recommendations. Ability to produce documents written in the English language using proper sentence structure, punctuation, grammar and spelling.
· Ability to communicate orally and in writing in the English language with others using a telephone, and in group and face to face, one to one settings.
· Ability and willingness to attend meetings outside normal business hours.
WORK ENVIRONMENT
Work is subject to review administratively by the Department Director and/or Deputy Director through conferences and examination of reports and studies. Work performed in a business office environment involves everyday risks or discomforts requiring normal safety precautions. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required. While performing the duties of this job, the employee frequently works in outside weather conditions inspecting various work projects and facilities. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually loud in field settings and moderately quiet in office settings. Must comply with all safety standards and regulations of the Department of Public Works, including use of personal protective equipment.

Able to perform tasks with eye-hand coordination. Ability to work in extreme weather conditions including extreme heat or cold sufficiently high or low to cause marked bodily discomfort.
Must be able to concentrate on fine details with some interruption. Needs to attend to task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time and to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over a long period of time. May be exposed to dust and electro-magnetic radiation as in computer screens.
MINIMUM QUALIFICATIONS
The skills and knowledge required would generally be acquired with a four (4) year degree in an appropriate curriculum plus six (6) years of experience in highway construction and maintenance or related construction and/or refuse and resource management operations with increasing responsibility or, in lieu thereof, ten (10) years experience in highway maintenance or related construction work and/or refuse and resource management operations, including three (3) years of supervisory experience. Prefer experience managing in a unionized environment; or any combination of education and experience deemed equivalent by the Director of Human Resources. Class D Motor Vehicle Operator's License.
