The Assistant Town Engineer performs highly responsible administrative and technical work in support of the Town of East Hartford’s Engineering Department. This position assists in the planning, coordination, and supervision of engineering activities and provides professional civil engineering services to various Town departments, boards, commissions, and the public.

Work involves responsibility for reviewing and recommending subdivision and site plans, including inland wetlands applications, and serving as project engineer on State Aid Design Projects. The Assistant Town Engineer is expected to exercise independent judgment and technical expertise in making complex engineering and administrative decisions. The role requires comprehensive knowledge of municipal civil engineering principles, practices, and procedures.

The position reports to the Town Engineer and may act in their absence as needed.

Job Duties:
  • Assists in directing the daily operations of the Engineering Department, including evaluating engineering project designs, reviewing plans, drafting specifications, and supervising construction inspections.
  • Provides technical engineering assistance to Town departments, boards, and commissions, including recommendations related to inland wetlands.
  • Reviews subdivision and site plans for compliance with Town regulations and prepares recommendations for various Town boards, agencies, and commissions; attends and presents at related meetings.
  • Prepares detailed project specifications, negotiates consultant fees, and administers contract documents for engineering projects.
  • Coordinates with federal, state, and regional agencies, utility companies, and other municipalities on civil engineering matters, including building renovations and major infrastructure projects.
  • Maintains accurate records and prepares technical and administrative reports; utilizes computer software to develop report formats and manage project data.
  • Communicates with Town officials, contractors, and the public to provide information and resolve issues related to drainage, grading, traffic operations, and other engineering concerns.
  • Supervises and provides direction to subordinate engineering and technical staff, as assigned; may act on behalf of the Town Engineer when required.
  • Offers guidance to the public in preparing Inland Wetlands, Agent Approval, and Planning and Zoning applications.
  • Manages in-house design projects, including street and sidewalk construction, drainage improvements, recreational fields, streetscape enhancements, and related municipal infrastructure projects. 



  • Knowledge of municipal civil engineering and surveying principles and practices, including design, construction, and maintenance of public infrastructure.
  • Knowledge of road construction techniques and drainage systems, including the ability to identify and implement effective solutions to related problems.
  • Ability to manage construction projects, including oversight of work performed by Town personnel and outside contractors to ensure compliance with plans, specifications, and timelines.
  • Strong oral and written communication skills, with the ability to prepare clear reports, specifications, and correspondence, and to present technical information effectively.
  • Ability to enforce engineering standards with a balance of firmness and diplomacy when working with contractors, developers, and the public.
  • Ability to establish and maintain effective working relationships with Town officials, coworkers, contractors, consultants, and members of the public.
  • Ability to supervise and provide direction to professional, technical, and clerical staff, ensuring quality work and adherence to departmental goals and standards. 



A bachelor's degree from an accredited college or university in Civil Engineering, Civil Engineering Technology, or a closely related field, and a minimum of five (5) years of progressively responsible experience in civil engineering.in civil engineering, civil engineering technology or a closely related field from an accredited college or university, plus five years of progressively responsible civil engineering experience


Special requirements: Must have a valid Connecticut driver's license.  License for land surveying is desirable.  State of Connecticut Certification as a Professional Engineer is also desirable.

Salary : $75,551 - $91,835
