The Town of Clayton is seeking applicants for a Zoning & Code Enforcement Specialist for the Planning Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

The Zoning and Code Enforcement Officer performs code enforcement work requiring the application and enforcement of nuisance codes and zoning ordinances. Work involves responding to citizens' complaints and conducting field investigations relating to nuisance issues such as tall grass, graffiti, junk or abandoned vehicles, trash or debris and minimum housing code standards. Work includes interpreting and explaining ordinances to the public and working with business and property owners to comply with the local rules and regulations. Work includes review of applications for compliance to the Town of Clayton’s Unified Development Code and issuance of permits. Work also includes processing enforcement paperwork, case follow-up and may require appearance in court cases. The employee is exposed to inside and outside environmental conditions, aggressive animals, and irate citizens.
- Makes on-site inspections and investigates citizens' complaints to determine validity of violations and issues violation notices as necessary.
- Makes routine inspections to uncover violations of the code of ordinances.
- Works closely with business and property owners on remediation of non-compliance issues.
- Assists public with information on nuisance or minimum housing related matters.
- Checks problem areas regularly for any possible violations; takes photographs and measurements where needed.
- Maintains a database of code enforcement cases, activities, and projects and zoning permits.
- Establishes and maintains records of work activities and follow-up actions.
- Prepares correspondence, reports, charts, diagrams, and other special projects as needed.
- Assists other department staff with a variety of duties and tasks in the enforcement field.
- Reviews applications for compliance to local ordinances and issues permits.
- Performs related duties as required.

- Working knowledge of governmental laws, programs, and services related to the code enforcement processes and procedures.
- Ability to interpret nuisance, zoning code and minimum housing code ordinances to the public.

Education and Experience:
- North Carolina Certified Zoning Official preferred
- Two years of experience in zoning code or related code enforcement, investigatory or building contacting work
Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

When a salary range is posted, the actual salary will be based on relevant competencies, knowledge, skills & abilities, internal equity and budgetary considerations pertinent to the advertised position.
