Summary of Position:
The Mobility and Greenways Planner supports bicycle and pedestrian project planning and implementation, while assisting with other Town mobility projects and initiatives. The ideal candidate will be a motivated self-starter with abilities to effectively communicate between multiple stakeholders and work in a collaborative team environment.
What you can expect to be doing (Essential Functions):
- Assists with transportation capital projects and plans, including prioritization, funding identification, budget development and management, consultant oversight, and construction management.
- Provides support in communications and engagement, while assisting with tracking projects, budgets, and performance metrics.
- Assist with meetings with community members, committees, and project teams.
- Communicates transportation-related guidelines, decisions, and priorities with community members and other stakeholders by phone, email, and in-person.
- Supports implementation of various mobility projects and initiatives according to departmental work plan. Executes specific tasks as part of a project team.
- Evaluates data and prepares memos, reports, and presentations for distribution to the Town Council, Town departments, and the public.
- Assists in developing and managing effective and inclusive public processes and stakeholder meetings.
- Assists with long-range planning efforts related to updating the Chapel Hill Comprehensive Plan and other related plans.
- Completes all other duties as assigned.

The work is typically performed while sitting at a desk or table, with intermittent standing or stooping. The employee uses equipment requiring a high degree of dexterity.

The work is typically performed in an office and will require occasional site visits.
What do you need to know to do this job effectively?
Knowledge of:
- Principles and practices of planning, multimodal transportation planning, project management
- Applicable local, state, and federal laws and funding requirements
- Principles and methods of qualitative and quantitative research, data collection, and analysis
- Principles and techniques of effective community outreach and engagement, to convey or exchange information and gather feedback
Ability to:
- Read and interpret maps, plans, ordinances, statutes, and Notices of Funding Opportunities
- Manage multiple complex tasks effectively and efficiently
- Read and understand relevant federal, state, and local guidelines
- Develop and communicate complex presentations in a public setting
- Think strategically and evaluate existing projects, programs, and procedures
- Use web-based software systems
- Use Microsoft Office Outlook, Excel, Word, PowerPoint, or similar tools
- Solve problems and make sound decisions
- Establish and maintain effective working relationships with employees and customers

What is education and/or experience do you need to be considered for this job?
Education
A bachelor’s degree in planning or a related field required.
Experience
A minimum of 1 year of experience is required.
