Essential Duties and Responsibilities:

  • Provides project support and project management for water resources related projects such as surface water diversion structures, pumping systems, transmission pipelines, well drilling and equipping, well rehabilitation, well replacement or abandonment, aquifer investigation studies and assessments, and well optimization studies.
  • Manages facility design and improvements, reviews engineering plans and technical specifications, develops general scopes of work, cost estimates, project schedules; coordinates and administers professional services and general construction contracts; supervises and facilitates facility construction and manages budget and warranty items.  Obtains applicable permits and coordinates work items with Town staff, consultants, utilities, State and Federal agencies, stakeholders and contractors.  Addresses public and private concerns.
  • Provides information and mapping for master planning and project specific needs.  Provides near term and long range planning, input for systems needed to support new development, and provides implementation of systems.  Utilizes knowledge of existing utilities infrastructure to determine connectivity and facility requirements for future development.
  • Manages water resources infrastructure related programs, well rehabilitation and re-equipping of inoperative wells.  Evaluates condition of existing infrastructure through analysis of historical and operational data.  Evaluates pump curves and selects replacement pumping equipment.  Determines and implements corrective measures.
  • Develops and prepares requests for proposals, evaluates consultant and contractor submittals, and recommends award of contracts to upper management.  Facilitates design and construction progress meetings, reviews contractor submittals and processes invoicing, pay requests and reviews project change orders.
  • Recommends policy changes necessary to advance the needs of the Water Resources program.
  • Graphs and analyzes data to monitor regional trends in water level for evaluating groundwater aquifer performance and overall system analysis.  Utilizes data and makes recommendations for timing of new water supply projects.
  • Assists in evaluation and acquisition of prospective Town water rights; coordinates with special water counsel through settlement and court proceedings to change and use water rights; and coordinates with the Castle Rock Water Commission on water rights issues.  Recommends actions regarding water rights decrees related to Denver Basin non-tributary groundwater, tributary surface water, plans for augmentation, exchanges and storage.
  • Provides recommendations to Operations Division on the appropriate use and timing of use of water rights.
  • Assists in the development of annual and long-term Water Resources program budgeting and assists with Water fund budgeting related to non-renewable water supplies.
  • Prepares Council, Commission, and public memoranda and presentations.
    Responding to phone and e-mail inquiries from both internal and external customers, and other agencies regarding well permits, CIP project status, historic well operating data, water rights, and to resolve issues.
  • Routinely provides input and recommendations in resolving issues concerning water resources well programs and water resources infrastructure planning.  Frequently assists operations staff in forming solutions for raw water operational problems and concerns.
  • Determines new water well sites for well drilling program.  Selects well candidates for re-drilling.  Designs and coordinates water well rehabilitation program, and makes well equipment selections.  Assists CIP engineers with raw water collection pipeline design for Town well system.
  • Work is performed within authorized limits prescribed by the Water Resources Manager and existing policy.  Exercises judgment in selecting and interpreting information.  Finished work is reviewed by manager for attainment of objectives and adherence to deadlines.  
  • May communicate with all levels of Town staff, State of Colorado, Federal agencies and citizens.
  • Performs other duties as assigned or required. 

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:  Bachelor’s degree in Engineering, Geology, or a related science discipline

Experience: Four (4) years of utility systems and facilities experience; or an equivalent combination of education, training, and experience.

Licenses and/or Certifications Required: A valid Colorado driver's license

Preferred Qualifications: A P.E. P.G. or P.H. license is preferred 


Knowledge, Skills, and Abilities:

  • Knowledge and experience with utility systems and facilities.  General understanding of physics, chemistry and engineering concepts regarding hydraulics and fluid dynamics. 
  • Extensive knowledge of and experience with subsurface geology, hydrogeology, and petrophysics in the Denver Basin Aquifers for water well related work. 
  • A basic understanding of water rights decrees related to Denver Basin nontributary groundwater, tributary surface water, plans for augmentation, exchanges and storage. 
  • Advanced knowledge of the principles and practices of water resources engineering, municipal water supply, civil engineering and Colorado Water Law.
  • Basic understanding of water usage and augmentation efforts reporting to Water Commissioner.
  • Ability to make appropriate independent decisions and provide solutions to complex problems.
  • Ability to plan and act as lead staff on assigned projects.
  • Ability to apply Town standards and policies to the management of capital projects.
  • Ability and willingness to follow-up on issues until final resolution is achieved.
  • Ability to negotiate and interpret legal agreements and contracts.
  • Ability to conduct site visits related to water resource infrastructure and planning and to attend out of office meetings.
  • Working knowledge of Microsoft Word, Excel, Outlook, MS Project, PowerPoint and ArcGIS.
  • Advanced knowledge and ability to understand contractual agreements, technical reports, drawings and specifications.
  • Knowledge of AWWA Standards, Public Works Regulations, Town of Castle Rock Municipal Code.
  • Ability to establish and maintain effective work relationships with customers, landowners, developers, other water utilities, outside agencies, contractors and Town staff. 
  • Good written and verbal communication skills with a variety of educational levels and backgrounds.

 

Physical Demands:

  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds 
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens 

Work Environment

  • Works primarily in a clean, comfortable environment
  • This position will conduct on-site project evaluations and attend out of office meetings

 

Equipment Used: 

  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
