The Department:

The Castle Rock Fire and Rescue Department’s vision is to be the best at providing emergency and prevention servicesThey are currently seeking applications for a qualified Fire Prevention Officer I. This position performs technical work to ensure compliance with adopted fire codes, life safety standards, and related regulations. The position is responsible for conducting fire and life safety inspections, fire investigations, and providing community education. This role supports proactive risk reduction efforts and enforces codes to protect people, property, and the environment.

 

Essential Duties & Responsibilities:

  • Perform field inspections for new construction, tenant improvements, and fire protection systems based on approved plans and standards.
  • Inspect existing occupancies and buildings to ensure continued compliance with applicable fire and life safety codes.
  • Document fire code violations and work with responsible parties to achieve timely voluntary compliance.
  • Investigate the origin and cause of fires in collaboration with law enforcement and other agencies; maintain on-call status on a rotational basis.
  • Respond to internal and external customer inquiries and complaints regarding code compliance and fire hazards.
  • Participate in the development and delivery of public education and community risk reduction programs.
  • Maintain complete and accurate records of inspections, violations, and investigation findings.
  • Remain current on code adoptions, standards, and trends in construction methods, fire behavior, and investigation practices.
  • Assist in the development of fire code amendments, internal procedures, and design standards.
  • Represent the department at interagency meetings, code development groups, and legal proceedings as needed.
  • Perform other duties as assigned.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered

Education: High School Diploma or GED equivalent. Associate's Degree in closely related field is preferred.

Experience: At least two (2) years of experience which provides relevant public safety related investigative work, plans exam/review work or any other applicable industry experience; or any equivalent combination of education, training, and experience. Two (2) years' experience in Fire and Life Safety Building Inspection and Public Education is preferred.

Licenses and/or Certifications Required:

  • Valid Colorado Driver's License or ability to obtain within 30 days of appointment
  • CPR/BLS Provider Certification
  • UAV Pilot License within six (6) months of appointment
  • International Code Council (ICC) Fire Inspector I within six (6) months of appointment
  • International Code Council (ICC) Fire Inspector II within six (6) months of appointment
  • 40 hours of Basic Fire Investigation Training (NFPA 921/1033-focused coursework) (obtained within one (1) year of hire).
  • Colorado Metropolitan Certification Board or equivalent Hazardous Materials Operations certification within one (1) year of appointment
  •  Colorado Metropolitan Certification Board Driver Operator Rescue and Utility or equivalent within six (6) months of appointment
  • Successful completion of the Work Capacity Test (WCT, Pack Test) light, as per Department Guidelines
  • Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Classes (within one (1) year after date of hire)
    •  ICS-100, Introduction to Incident Command System or equivalent
    • ICS-200, ICS for Single Resources and Initial Action Incidents or equivalent
    • ICS-700, National Incident Management System (NIMS), An Introduction
    • ICS-800, National Response Framework, An Introduction

Preferred Certifications:

  • Colorado Metropolitan Certification Board, or equivalent, Firefighter I certification
  • IAAI-FIT (Fire Investigation Technician) or Equivalent
  • IAAI-CFI (Certified Fire Investigator) or Equivalent
  • International Code Council (ICC) Fire Plans Examiner

 

Necessary Knowledge, Skills, and Abilities:

  • Thorough understanding of the International Fire Code, NFPA standards, and related codes and ordinances.
  • Skilled in interpreting complex building and fire protection system plans.
  • Knowledge of modern fire investigation practices in accordance with NFPA 921 and 1033.
  • Ability to collect, preserve, and document evidence using standard procedures.
  • Strong written and verbal communication skills, including technical writing.
  • Competency with records management software and Microsoft Office applications.
  • Strong interpersonal skills and the ability to work professionally and collaboratively with employees, the public and partner agencies.
  • Ability to maintain professionalism and emotional resilience under stressful conditions.
  • Work is performed in office settings, field inspections, and emergency scenes, often in inclement weather or hazardous environments.
  • Must be able to lift and carry objects up to 25 pounds frequently and 50 pounds occasionally.
  • Must be able to walk, climb, crawl, stoop, and kneel in a variety of environments including confined spaces.
  • Potential exposure to loud noise, hazardous materials, smoke, extreme temperatures, and infectious diseases.
  • Must be able to successfully complete the NWCG Wildland Firefighter Pack Test annually.
  • Must be available for 24-hour on-call investigator shifts during assigned weeks

 

Must satisfactorily complete a criminal background check, driving record check, physical exam, physical ability test, polygraph and psychological exam prior to commencing employment.
