Position Description:

This position performs permit processing and coordination functions for Development Services construction-related permits. Serves as the primary owner of ROW permit intake, issuance preparation, tracking, extensions, and closeout documentation within Development Services. The position is responsible for reviewing and coordinating Right-of-Way (ROW) permits for construction and utility work within the public right-of-way to ensure compliance with Town requirements prior to issuance. Also provides permit processing support for other construction-related permits including Site Construction and Temporary Erosion and Sediment Control (TESC) permits. Receives a handoff from Development Services Project Coordinators once a project is approved and ready to permit. Responsibilities include confirming permits are ready to issue, verifying required documents and approvals are complete, processing and tracking required sureties, coordinating with Development Review, Construction Inspection staff, Building Division staff, and Public Works Traffic Engineering as needed, and supporting permit issuance and closeout. Work involves ensuring construction activities adhere to administratively approved plans, Town standards, permit conditions, and associated agreements. Performs duties in a manner consistent with the shared values of the Town.

 

Essential Duties and Responsibilities:

ROW Permit Review and Coordination:

  • Reviews and coordinates Right-of-Way (ROW) permits submitted by contractors, developers, utility providers, and other Town departments to ensure compliance with Town standards and requirements prior to work within the public right-of-way.
  • Reviews ROW permit documentation for completeness and compliance, including plans/exhibits, restoration details, traffic control plans (TCPs), work hours, and notifications as applicable.
  • Coordinates with Public Works Traffic Engineering regarding traffic control plans (TCPs), lane/road closures, detours, signal impacts, pedestrian/bicycle routing, ADA accessibility requirements, and other work zone impacts; provides review and comments to ensure Traffic Engineering standards and best practices are followed prior to permit issuance.
  • Serves as the Development Services representative for ROW-related Multi-Department Team (MHT) reviews and coordination, including Parks and Water activities occurring within the public right-of-way.
  • Coordinates planned work zones and ROW occupancy with Public Works and other stakeholders to help prevent overlap and conflicts; communicates with applicants and Town staff regarding scheduling and impacts as needed.
  • Communicates ROW permit conditions and requirements to applicants, including traffic control requirements, work hours, notifications, restoration standards, inspection expectations, and closeout requirements.
  • Tracks ROW permit expiration dates, extensions, corrections, inspection outcomes, and closeout requirements; follows up on overdue or incomplete closeouts.

Permit Processing (Site Construction and TESC):

  • Provides permit processing support for Site Construction permits including intake after approval, issuance preparation, permit tracking, and closeout documentation.
  • Provides permit processing support for TESC permits, including verification of required documentation, issuance preparation, and recordkeeping.
  • Confirms Site Construction and TESC permits are complete and ready to issue by verifying required approvals, documents, fees, and sureties are received prior to issuance.
  • Coordinates with internal departments and inspection staff to verify required approvals and documentation have been completed prior to permit issuance (as applicable).

Surety Intake and Tracking:

  • Processes surety intake and tracking for applicable permits, including verifying required surety forms/amounts, coordinating approvals, maintaining surety records, and assisting with surety return/release processing in accordance with Town requirements.
  • Assists with tracking performance and warranty sureties/bonds associated with permits and development projects, including documentation required for closeout.

Customer Service, Records, and Coordination:

  • Provides customer service to contractors, developers, utility companies, and the public regarding permit requirements, timelines, fees, inspection processes, and closeout requirements.
  • Coordinates with inspectors and field staff regarding inspection scheduling, compliance tracking, and permit closeout documentation.
  • Maintains and updates weekly construction and ROW impact tracking maps and summaries for Development Services permits.
  • Prepares and presents Development Services permit impacts at internal weekly coordination meetings.
  • Coordinates scheduling of ROW occupancy and lane impacts with Public Works to reduce overlap and conflicts.
  • Coordinates with Community Relations (as applicable) on communicating lane/road closures, detours, and construction impacts to the public consistent with Town processes.
  • Maintains accurate permit records including permit documents, plan sets, correspondence, inspection notes, approvals, and closeout documentation within the Town’s permitting and recordkeeping systems.
  • Assists with reporting and tracking metrics related to ROW permits, permit volumes, issuance timelines, sureties, and compliance.
  • Performs other duties as assigned or required

 

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.


Education: An Associate's Degree in a related field.

Experience: At least two (2) years of experience in permit processing, construction administration, development services, public works support, utilities, engineering support, or closely related experience; or an equivalent combination of education, training, and experience.

Licenses and/or Certificates:

  • Valid Colorado Driver's License is required
  • ATSSA Flagger Certification is required
  • ATSSA Traffic Control Technician Certification is required
  • IMSA Work Zone Temporary Traffic Control Certification is required or the ability to obtain within six (6) months of hire
  • ATTSA Traffic Control Supervisor is preferred.

 

Knowledge, Skills, and Abilities:

  • Knowledge of permitting processes related to ROW and construction activity.
  • Knowledge of MUTCD, and traffic control and work zone principals sufficient to review documentation requirements and coordinate required approvals.
  • Strong organizational and process management skills
  • Ability to manage high permit volumes and deadlines
  • Ability to interpret approved construction plans and identify deviations requiring correction
  • Ability to become familiar with Town Design Criteria, Town Municipal Code, and the Town’s Land Development Code.
  • Ability to read and interpret development/construction plans, traffic control plans, and permit exhibits.
  • Ability to organize and prioritize workload, track multiple permits simultaneously, and meet deadlines.
  • Working knowledge of office software (MS Word, Excel, Outlook) and ability to maintain electronic permit records and databases.
  • Ability to establish and maintain effective working relationships with Town staff and external stakeholders.
  • Ability to effectively communicate, both orally and in writing.
  • Ability to drive to and physically access work sites to perform duties in varying weather and environmental conditions (as needed).

Physical Demands:

  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds 
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:

  • Works primarily in a clean, comfortable environment
  • This position will access all work sites inside and outdoors to perform duties, potentially in any weather and environmental conditions, including possible exposure to extreme weather conditions, dust, dirt, heat, cold, fumes, gases, odors, noise, wetness and humidity 

Equipment Used:

  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
