Principal Function: The Parks and Natural Resources Senior Manager is responsible for maintaining and operating park infrastructure, facilities, and amenities. This position also oversees land stewardship and environmental conservation. The Manager leads staff and contractors in ensuring safe, sustainable, and high-quality park facilities, landscapes, and natural areas for the community.
Essential Duties and Responsibilities: Duties include, but are not limited to:
- Plans, coordinates, and participates in the construction and maintenance of parks and facilities, which may include, but is not limited to, plan development and review, carpentry, painting, electrical, HVAC, and plumbing tasks, trail maintenance, landscaping, turf lawn, and irrigation system installation and maintenance.
- Inspects parks, natural areas, facilities, restrooms, and playgrounds for safety and security; identifies and reports hazardous conditions and maintenance needs to supervisor and/or Director of Parks and Recreation.
- Oversees and manages application of pesticides, insecticides, and fertilizers; ensures compliance with the Department’s Integrated Pest Management plan and best practices.
- Oversees and conducts tree planting and removals; manages and performs tree trimming, shaping, and pruning to enhance tree appearance, health, and value.
- Utilizes asset management and work order tracking software (e.g., GIS-based systems) to document and evaluate maintenance and resource management activities.
- Ensures compliance with Town and OSHA safety standards; leads staff participation in risk management programs.
- Provides direction, supervision, mentoring, and training to front-line staff; reviews completed work to ensure quality and completeness; provides input to supervisor on staff performance; recruits prospective employees; and recommends hiring division employees.
- Monitors inventory, orders supplies, and maintains purchase records within the authorized budget.
- Makes recommendations for contracted services; oversees work of contracted services to ensure compliance with service agreement and work quality consistent with Department standards and expectations.
- Coordinates, supervises, and serves as point of contact for volunteer projects and partnerships with schools, nonprofits, and community groups.
- Conducts research and gathers information regarding site conditions; surveys field sites for flora, fauna, and other wildlife; assists in the analysis of environmental impacts of projects and recreational use on Town land; assists in the development and implementation of resource management restoration plans for specific areas, trails, and preserves.
- Assists in identifying and pursuing grant opportunities to support natural resource management and restoration efforts.
- Assists in forming the division budget by providing recommendations and forecasting for future maintenance and natural resources projects.
- Evaluate assigned work projects, including materials and staff resources needed to perform work; estimate time, materials, and equipment necessary for successful project completion; acquire resources as appropriate.
- Works closely with supervisor to develop, implement, and evaluate planned and preventative maintenance and natural resource management and restoration plans for the Department.
Supervisory Participation and Control: This job has employee supervisory responsibilities, including staff development, mentoring, and succession planning.

Education and/or Experience: Associate’s Degree (A.A.) or equivalent from a two-year college or technical school in facility management, natural resources, parks administration, or other related field is required. Bachelor’s Degree is preferred. Five years of related experience and/or training; or equivalent combination of education and experience is required. Previous experience working in municipal government is preferred. Previous supervisory experience is strongly desired
Certifications/Licenses (or ability to obtain within one year):
- ISA Certified Arborist
- Indiana Pesticide Applicator License
- Certified Playground Safety Inspector (CPSI)

While the role follows a work schedule of 7 a.m. – 3:30 p.m., Monday through Friday, this job may require work beyond these hours, including nights, weekends, holidays, and on-call status.
Salary : $65,000 - $100,000
