What are the responsibilities and job description for the Stormwater Field Inspector position at Town of Braintree?

The Stormwater Field Inspection inspects private and public right-of-way, easement and site developments as well as other locations to ensure compliance with legal regulations and compliance to our Stormwater NPDES permit, Town, state and federal regulations, FEMA flood plain regulations and contract plans and specifications. Ensures compliance of property owners with Town-issued Stormwater permits. Inspection of all construction sites and the like as well. All other related work as required.

Makes frequent contact with the general public. Errors could result in damage to equipment, construction contract losses and loss of stormwater revenues and permit noncompliance. Moderate physical effort demanded in performing duties under general shop conditions. May need to work in outside severe weather conditions. Works around other utilities (gas, electricity, etc.)

This position will act as the Town’s Stormwater Enforcement Officer enforcing the stormwater rules before (design review), during and after construction.

Acts as the Director of Public Works’ designee to inspect the property or facilities of any property owner, including facilities under construction, to ascertain compliance with the Stormwater Regulations or compliance with any Stormwater permit issued. Serves as the Director’s designee to carry out enforcement actions related to the Stormwater Regulations.

Receives and responds to public inquiries, concerns and complaints pertaining to stormwater compliance, projects and permits.

Performs related technical and administrative work as required. Considerable effort required to detect errors which could be costly to correct and could adversely affect the work of others.

Assists with any Stormwater permit, including the annual Stormwater permit, and process as required by the EPA. This includes but is not limited to tracking quantities, preparation of hard copy and filing permit requirements, reaching out to other departments and submission of permits.

Coordinates with the Town’s and other contractors and consultants regarding site inspections, project tracking, daily logs, reconciling quantity, disputes and general oversight of the projects.

Witnesses any water main and sewer main pressure tests and manhole vacuum tests as needed. Witnesses third party bacteriological water testing as needed.

Collects water samples per required process as needed.

Frequent contact with the general public and other Town departments. Investigates and addresses complaints and problems as needed.

May perform clerical tasks incidental to principal duties, involving simple arithmetic computations.

Inspects drainage systems for violations of the law and regulations.

Locates, identifies and marks locations of drainage systems and like outlets and conveyances. Also gathers information through GIS, surveying and other means.

Works in the field to ensure all sites within the Town meet all federal, state and local stormwater requirements and issues violations as needed.

Coordinates/meets with office, contractor, property owners, and permitting agencies to ensure all permitting requirements are met.

Interprets project plans and specifications, permits and agreements to ensure that pre, during and post construction complies with stormwater regulations.

Establishes and maintains accurate and up-to-date compliance records; prepares required reports including required NPDES documentation, Town permits, FEMA forms, etc. Ensures that all reports and required records are complete and in compliance with current stormwater regulations.

Assists with generating and processing stormwater related capital projects including design, permitting and inspection.

Receives and responds to inquiries, concerns and complaints from Town employees, agencies, and the general public regarding department activities, permits and projects.

Performs administrative/office duties as required, including attending meetings, preparing reports and correspondence, entering computer data, copying and filing documents, etc.

Operates a motor vehicle and a variety of equipment such as a computer, calculator, cell phone, scales, measuring devices, hand tools, etc.

Interacts and communicates with various groups and individuals such as the supervisor, other division supervisors and staff, other Town employees, property owners, engineers, architects, contractors, consultants, sales representatives, and the general public.

Uses surveying equipment during site inspections as needed.

Facilitates public education and outreach for those with NPDES violations.

Orders and inventories any drainage equipment inventory needed.

Investigates customer complaints concerning drainage issues such as flooding or the like.

Performs regular inspections of drainage systems.

Performs routine preventive maintenance and any other related duties as assigned by the Stormwater Manager.

Attends occasional evening meetings to accommodate the public provided sufficient notice is given.

Complies with all Town and DPW policies and procedures regarding safety.

Works reasonable amount of emergency and/or scheduled overtime.

Performs similar or related work, as required, or as situation dictates.

Knowledge of construction projects and the processes and procedures. Knowledge of proper project tracking, review, and inspection. Understanding of permit tracking, oversight and the paperwork associated.

Ability to work independently and meet deadlines; ability to interact effectively and cooperatively with individual employees and town departments; ability to communicate effectively in written and oral form.

Customer service and problem-solving skills; basic skills in working with numbers; basic computer skills, including spreadsheets; organizational skills.

High School diploma plus a minimum of five (5) years’ experience in project field inspection work. Specifically training in construction project oversight, inspection, tracking, and compliance. Must possess a valid Class D Driver’s license. Certified Erosion, Sediment, and Stormwater Inspector or Certified Professional in Stormwater Quality preferred.

PHYSICAL REQUIREMENTS

Moderate physical effort is required. Frequently required to stand, walk, speak and hear. Occasionally required to lift or move objects weighing up to 60 pounds. Vision requirements include the ability to conduct visual inspections in the field, read documents, and operate a motor vehicle.

Pay: $64,604.28 - $73,554.00 per year
