EXPECTED HIRING RANGE: $101,795.00 - $124,696.00

SCHEDULE: Monday - Friday, 8am-5pm

WHAT YOU WILL BE DOING
This position oversees project management and directs staff and contracted services in the planning and design of transportation projects including administration of funding agreements and cost reimbursements. An employee in this position provides direction on engineering policies and technical issues while serving on the Technical Review Committee (TRC) and participates in Planning Board and Town Council meetings. This position involves public outreach and participating in multi-agency coordination to address transportation funding, capacity and safety.

This position reports to the Transportation & Infrastructure Director.

This position has supervisory responsibilities.

A SAMPLE OF THE ESSENTIALS:

  • Guides proposed development rezoning applications, plats, subdivision and site plans for compliance with traffic and transportation plans, policies and standards.
  • Participates on the Technical Review Committee (TRC) on behalf of the Transportation & Infrastructure department.
  • Collaborates with other Town departments to develop effective solutions to both short term and long-term transportation challenges and provide efficient service to the community.
  • Advises Town staff, engineers and property developers concerning questions related to phasing and construction of transportation infrastructure.
  • Facilitates public-private agreements including infrastructure partnerships and stream and wetland permitting for roads shown on the Town’s transportation plan when needed.
  • Certifies all final construction plans as part of TRC.
  • Coordinates development of the Transportation portion of the Capital Improvement Program and participates in annual project prioritization.
  • Prepares annual budget requests for traffic engineering staff; assists Long Range Planning staff in preparing transportation grant applications and other funding requests for transportation projects.
  • Directs consultant engineering effort in planning, design, and permitting of transportation projects in the Capital Improvement Program, including bond projects.
  • Administers contracts for traffic signal design, installation and maintenance.
  • Scopes and manages engineering design contracts, municipal agreements, environmental document certification, and submittals to NC Department of Transportation (NCDOT) workflow for review and approval of transportation project deliverables in the federally-funded Locally Administered Projects Program (LAPP).
  • Reviews and approves invoices from consultants and vendors; prepares and submits invoices to NCDOT for reimbursements due to the Town.
  • Exercises supervisory duties including hiring, performance management, counseling and discipline.
  • Provides oversight of data collection, public correspondence, Traffic Impact Analysis (TIA) review and recommendations, traffic capacity and safety data analysis, construction plan review, and engineering design performed by the Professional Engineer (Traffic Engineer).
  • Advises on planned or potential changes to operating procedures and reviews new technology, standards and practices recommended by the Professional Engineer (Traffic Engineer).
  • Leads the Vision Zero Apex traffic safety program to include providing staff oversight; preparing monthly agendas and meeting minutes for the Task Force; coordinating with stakeholders; attending training opportunities; reporting on program status and priorities; reviewing and approving public outreach materials and program documents; coordinating Vision Zero public outreach and events; and advising Long Range Planning staff on engineering recommendations for the Safe Routes to School program and other multi-modal projects while participating in public outreach.
  • Advises Town Administration, Planning Board, and Town Council on transportation projects and initiatives and anticipated traffic impacts of proposed projects.
  • Prepares amendments to the Code of Ordinances and advises on changes to the Unified Development Ordinance for traffic and transportation items.
  • Prepares Council agenda items for traffic and transportation funding agreements, engineering contracts, ordinance amendments, and provides project related presentations.
  • Responds to Town Administration and Director requests for status updates.
  • Develops operating policies and procedures to address new and complex issues.
  • Collaborates with NCDOT and nearby municipal government staff to promote partnership opportunities on traffic and transportation projects and initiatives
  • Provides content for traffic and transportation-related pages of the Town’s website.
  • Responds to requests for information and advises residents, realtors, property developers, engineers and other interested parties on traffic issues, required improvements, and access to the transportation system.
  • Hosts public meetings for local projects and attends meetings with the Capital Area Metropolitan Planning Organization (MPO) and NCDOT as needed to advocate for the Town’s transportation needs and priorities.

WHAT YOU'LL NEED:

Bachelor’s Degree and a minimum of ten (10) years of experience, or an equivalent combination of education and experience.
