Development Services Specialist

SCHEDULE: Monday - Friday, 8am - 5pm

WHAT YOU WILL BE DOING:
Performs advanced program support activities administering Development Services modules and maintaining integrity of data, tracking projects and producing a variety of reports. Work requires understanding of departmental services and their relationship to the Town's overall operations.
This position reports to the Development Services Manager. Requires little or no direction on work subject only to policy or strategic guidance. This is a non-supervisory position.
A SAMPLE OF THE ESSENTIALS:
- Works with Development Services Manager to help oversee the Town’s bonding process; ensures estimates are approved, prepares bond forms, maintains database, and works with infrastructure inspectors to ensure timely release. Works with Development Services Manager to review and track utility infrastructure reimbursement agreements; creates and manages databases of residential projects of development fees paid; applies/issues credits where applicable; prepares reimbursements and tracks progression of utility installations as required in agreements.
- Works with developers, engineers, builders and citizens regarding development projects, applications and their related processes and potential results; explains a variety of development process requirements and information such as site and subdivision development processes for the Town, development fee requirements related to specific projects, plat requirements for site and subdivision projects. Works with the Development Services Manager with proactive follow- up to development questions and concerns. Attends Pre-Construction, Pre-CO and Technical Review Committee meetings to discuss Development Services processes and requirements with the development community.
- Screens and routes submittals for plan review according to content of communications; notifies infrastructure inspectors on upcoming plan revisions. Reviews submittals and requirements for plat signatures and recording. Ensures approval of documents by appropriate staff. Enters payments into computer system; generates receipts and balance entries for Finance department.
- Researches and prepares a variety of department specific records and reports; maintains a variety of spreadsheets and databases in support of departmental programs; completes studies and programmatic reports.
- Reviews and verifies records and reports for correct information; processes documents based on review and verification; files and retrieves materials based on limited information and performs periodic follow up activities; creates, maintains and updates databases requiring knowledge of and ability to interpret and apply ordinances, regulations and procedures. Supports the department or division head in overall departmental projects; organizes the administrative workflow; identifies and develops database and other records management systems.
- Reviews Plot Plans for Building Additions and Accessory Structures to ensure there are no Encroachments into Public Easements. Obtains Encroachment Approvals for department Directors as needed. Reviews encroachment agreement requests and gathers information/plans for directors to review. Prepares agreements and exhibits and works with legal and property owner to finalize agreement. Prepares Council Agenda coversheets. Records approved agreements with Wake County.
- Serves as administrator of the New World Systems Project Planning Center for Development Services. Tests procedures as system enhancements and upgrades are put in place to ensure data is not compromised and project hierarchy is not affected; audits procedures and assures data integrity; works with Information Technology department and New World staff on problems and issues; develops tutorials for Apex users. Represents department on all ERP and Software Development Committees.
- Handles public requests for services or information and reviews based on program and policy knowledge; often resolves problems or complaints without management's assistance.
- Composes drafts or final letters, memoranda, reports and other materials; reviews work for both form and content; proofreads final proof of materials. Ensures that assigned web pages are up to date; adds new content and makes revisions.
- Carries responsibilities for department specific programs, conducts research, makes appropriate determinations, and maintains related program files.
- Maintains inventory or activity records and files; initiates appropriate follow up or further action based on the status of program activity.
- Performs related tasks as required.
WHAT YOU'LL NEED:
Position requires an Associate’s Degree and four (4) years of experience, or an equivalent combination of education and experience.
Special Qualifications
Possession of or ability to obtain Notary Public designation.
