Under the general direction of the Director of Public Works and the Deputy Director of Public Works – Capital Projects, perform responsible professional, administrative, and technical work related to capital project planning, delivery, and infrastructure asset management for the Town. The position exercises substantial independent judgment and discretion in project scoping, budget development, capital forecasting, contract coordination, asset planning, and communication with internal departments, consultants, contractors, regulatory agencies, and public bodies.

ESSENTIAL FUNCTIONS

  • Independently manage assigned capital projects and asset management initiatives from early planning and due diligence through design, permitting, bidding, construction, closeout, and record documentation.
  • Participates in confidential management planning developing and maintaining multi-year capital improvement plans, project scopes, schedules, cost estimates, and financial forecasts for roads, water and sewer infrastructure, fleet, facilities, and other public assets.
  • Provide pre-decisional recommendations to executive leadership regarding infrastructure investments and resource allocation. 
  • Exercises substantial discretion on behalf of Town management coordinating project development and implementation with Engineering, Finance, Facilities, Sustainability, user departments, consultants, contractors, and external agencies; identify issues early and recommend practical solutions.
  • Review plans, specifications, contracts, invoices, change orders, schedules, technical reports, and project documentation; prepare written recommendations regarding approvals, priorities, corrective action, and next steps.
  • Track asset condition, capital spending, project status, grant compliance, and life-cycle needs using spreadsheets, GIS, asset management tools, and other computerized applications; prepare reports, presentations, and supporting materials.
  • Participate in public meetings, interdepartmental reviews, and leadership discussions; present project information and recommendations to the Director of Public Works, Town Manager, Finance Committee, Select Board, and other boards or committees as assigned.
  • Coordinate procurement and contract administration activities, including consultant selection support, bid documentation, record keeping, payment review, schedule monitoring, and project reporting in accordance with applicable laws and procedures.
  • Research funding opportunities and assist with grant applications, reporting requirements, reimbursements, and related compliance tasks.
  • Assist in developing systems, procedures, and policies that improve long-range capital planning, sustainability, resilience, asset stewardship, and data-informed decision making.
  • Perform related duties as required.

Skills, Knowledge and Abilities

  • Working knowledge of municipal capital planning, project management, public procurement, contract administration, budget development, and infrastructure asset management principles.
  • Ability to research, understand, interpret, and apply federal, state, and local laws, regulations, policies, and procedures related to public construction, permitting, municipal operations, and capital planning.
  • Ability to manage multiple concurrent projects, organize competing priorities, and maintain progress with limited supervision.
  • Ability to interpret plans, specifications, schedules, cost estimates, contracts, maps, technical reports, and related project records.
  • Ability to communicate clearly both orally and in writing; present complex technical and budget information to varied audiences; and maintain effective working relationships with departments, boards, consultants, contractors, agencies, and the public.
  • Ability to prepare routine to complex correspondence, reports, presentations, and project documentation utilizing computerized applications.
  • Ability to analyze problems, develop recommendations, exercise sound judgment, and keep projects moving through changing conditions and constraints.
  • Must be highly organized and computer literate. Proficiency in Microsoft Office is required. Familiarity with GIS, capital planning software, and enterprise asset management tools is desirable.


Education and Experience

Duties require a bachelor’s degree in civil engineering, public administration, construction management, planning, facilities management, finance, or a related field; five to eight years of progressively responsible experience in capital project management, municipal operations, infrastructure planning, asset management, or a related field; or any equivalent combination of education and experience. A master’s degree is desirable. Registered Professional Engineer in the Commonwealth of Massachusetts preferred. 

SUPERVISORY RESPONSIBILITY

Coordinates the work of consultants, contractors, and cross-functional project teams in support of capital planning and project delivery. May provide direction to assigned staff, interns, or administrative support personnel as delegated by the Director of Public Works and the Deputy Director of Public Works – Capital Projects.

PHYSICAL ELEMENTS

Moderate physical effort is required to conduct field visits to infrastructure assets, construction sites, and municipal facilities.

Duties require walking on uneven terrain and active work sites.

Work is performed both in and out of doors, under varying weather conditions, with exposure to construction and field environments.

Most work is performed in a normal office setting.

Must attend evening meetings and perform occasional site visits outside normal business hours.


FLSA Status: Exempt

Standard Work Week: 36.25 hours per week


Salary : $115,000 - $125,000
