AMHERST Local Building Inspector/Code Enforcement Officer - Housing
Performs a variety of routine and complex technical duties in the
inspection of buildings to ensure compliance with Massachusetts State
Building Code, Sanitary Code, Fire Safety Codes, Amherst Zoning Bylaws,
And/or The Amherst Residential Rental Property Bylaw. MAJOR DUTIES
Performs a variety of field and office work in support of the Town\'s
local code compliance programs; Enforces compliance with the Town\'s
Zoning Bylaw and Residential Rental Property Bylaw, and the
Massachusetts Building, Sanitary, and Fire Codes; Reports potential fire
safety code violations to the Fire Chief. Responds to citizen complaints
and reports from agencies of code or by-law violations; Performs on-site
inspections; Issues permits, certificates, cease and desist orders,
municipal tickets (fines), and revocation of certificates; Prepares
reports of findings and recommends corrective action to supervisor; May
testify in the court prosecution of violators; Maintains appropriate
records and documentation. Performs periodic inspections of multi-family
housing, apartment complexes, and other residential properties
independently or as part of a team. Updates records as appropriate.
Working closely with the Health, Fire and Police Departments, performs
scheduled inspections and inspections in response to complaints related
to rental housing and of nuisance properties; Prepares material for
presentation to appropriate public agencies in situations of
non-compliance or inspection disapproval; May be required to testify in
court cases; Maintains appropriate records and documentation. Provides
education to residents as to complying with codes and regulations.
Performs other job-related duties as necessary and/or assigned. MINIMUM
QUALIFICATIONS: Associates degree in a field related to Building
Construction or Design with at least five (5) years of experience in the
supervision of building construction or design; OR a Bachelor\'s Degree
in Public Health with experience which demonstrates the ability to
successfully perform the responsibilities of the position.
Certification, or ability to obtain Certification, as a Local Inspector
(as defined in Massachusetts General Laws, Chapter 143, Sec. 3 and 94 as
amended by Chapter 168 of the Acts of 1992); OR Bachelor\'s Degree in
Public Health with ability and willingness to obtain training in housing
inspection. Valid Commonwealth of Massachusetts Driver\'s License.
Knowledge of accepted requirements for building construction, fire
prevention, light, ventilation, and safe egress. Knowledge of equipment
and materials essential to the safety, comfort and convenience of the
occupants of a building or structure. Ability to communicate effectively
verbally and in writing. Skill in the operation of listed tools and
equipment.
