THE OPPORTUNITY
We are seeking an experienced, operationally sharp Director of Operations to provide executive-level leadership across our Care Coordination, Intake, Administrative, and Human Resources departments. Reporting directly to the Chief Operations Officer, you will be the organization's primary operational authority—accountable for service delivery quality, regulatory readiness, HR operations, departmental performance, and organizational efficiency. HR is a core function of Operations at Touching Angels Healthcare, and you will own it accordingly.

WHAT YOU'LL DO
Strategic & Executive Leadership
- Develop and execute operational strategies aligned with the agency's mission, regulatory obligations, and growth objectives
- Serve as the primary operational advisor to the COO on departmental performance, workforce capacity, and service delivery outcomes
- Lead organizational change management — ensuring staff alignment and communication at all levels
- Establish, monitor, and report on organizational KPIs across all supervised departments
- Participate in executive team decisions alongside the COO and CCO
- Develop and manage annual operational plans and departmental budgets
- Represent the agency in regulatory, community, and stakeholder engagements
Operational Oversight & Department Leadership
- Provide direct supervision and performance leadership to the Operations Manager and HR Manager.
- Ensure seamless coordination across Care Coordination, Intake, Administrative, and Human Resources departments
- Monitor service delivery quality, coverage consistency, and client satisfaction at the organizational level
- Review, approve, and update departmental policies and standard operating procedures on a defined cycle
- Serve as the final operational escalation authority for unresolved issues across all supervised departments
- Conduct formal performance evaluations for the Operations Manager and HR Manager; establish individual development plans
Regulatory Compliance & Survey Readiness
- Maintain agency-wide compliance with COMAR 10.07.05 across all operational departments at all times
- Lead OHCQ survey preparation; ensure operational departments maintain continuous survey-ready status
- Manage relationships with MDH and OHCQ regulatory representatives
- Lead corrective action plan development and execution for all compliance findings
- Collaborate with the CCO on compliance reporting, risk mitigation, and policy enforcement
Financial Management
- Develop, manage, and monitor operational budgets across all supervised departments
- Analyze financial performance against targets; identify and address variances proactively
- Oversee vendor contract negotiations and service agreement renewals within authorized scope
- Present financial performance summaries to the COO on a regular cadence
Quality Assurance & Continuous Improvement
- Establish and oversee quality assurance programs for all operational departments
- Monitor client satisfaction metrics and lead service improvement initiatives
- Drive continuous process improvement across operational workflows
HR Operations Oversight
- Maintain direct oversight of Human Resources as an operational department — HR reports through Operations
- Ensure timely and compliant onboarding (OB) of all new hires, including documentation completion, background checks, and Relias training within required timelines
- Ensure timely and compliant offboarding (OFB) of all separating employees, including separation documentation, system access revocation, and exit processes
- Hold the HR Manager accountable to OB/OFB timelines; escalate unresolved gaps to the COO
- Maintain working knowledge of HR compliance obligations under Maryland employment law and applicable federal statutes
WHAT YOU BRING
Required Qualifications
- Bachelor's degree in Business Administration, Healthcare Management, or a closely related field
- Minimum 7 years progressive operations management experience, with at least 3 years in a senior leadership role
- Demonstrated experience in home health, residential services, or a similarly regulated healthcare environment
- Proven track record of operational excellence — compliance management, budget oversight, and multi-department supervision
- Strong working knowledge of Maryland healthcare regulations and COMAR 10.07.05
- Exceptional leadership, communication, and organizational skills
- Proficiency in Microsoft Office Suite and operational reporting tools
- Availability for executive on-call rotation as operational needs require
Preferred Qualifications
- Master's degree in Business Administration, Healthcare Administration, or related field
- Direct experience with OHCQ survey preparation and Maryland RSA regulatory requirements
- Knowledge of Maryland Medicaid waiver programs (CFC, CPAS) and EVV requirements
- Experience with AXIS or comparable home health operations platform
- Lean Six Sigma, process improvement, or project management certification

WORK ENVIRONMENT
This is a fully onsite position based at our Ellicott City, Maryland headquarters. Standard business hours apply with flexibility required to meet operational and executive on-call obligations. You may need to travel occasionally for regulatory meetings, stakeholder engagements, or agency events.
