About the position:

TJFACT is seeking a well-qualified Evaluation and Marketing Support Technical Assistance Specialist to join our team to support our Centers for Disease Control and Prevention (CDC), Population Health Surveillance Branch (PHSB) in Atlanta, Georgia!

The Evaluation and Marketing Support Technical Assistance (TA) Specialist will provide comprehensive evaluation, marketing, and communication technical assistance to project recipients (RFA-DP-24-0023 and related NOFOs), in close collaboration with CDC project staff. The Specialist will deliver individualized and group-based support to help recipients develop jurisdiction-based evaluation plans, strategic marketing initiatives, and data-driven performance measurement practices.

 

Duties and Responsibilities:   

  • Conduct comprehensive needs assessments for assigned recipients:
    • Assess evaluation capacity, marketing infrastructure, resources, and TA needs.
    • Review existing materials and campaigns.
    • Use findings to tailor TA strategies and priorities and produce summary reports with tailored recommendations.
  • Develop and deliver training and learning opportunities:
    • Design and facilitate webinars, workshops, and learning collaboratives on evaluation planning, logic models, performance measurement, data use, marketing strategies, and communications.
    • Create on-demand asynchronous training modules.
    • Provide training on digital and traditional media channels and story-telling techniques.
  • Support development of strategic plans:
    • Assist recipients in creating jurisdiction-based evaluation and strategic marketing plans aligned with CDC frameworks.
    • Offer one-on-one coaching, templates, tools, and examples.
    • Review and provide constructive feedback on draft plans.
  • Enable audience and message development:
    • Guide audience research, segmentation, and persona development.
    • Provide guidance on linguistically appropriate messaging and health literacy.
    • Design message testing protocols and tools.
  • Advise on media channel strategy and branding:
    • Recommend selection and use of appropriate media channels and best practices to maximize reach and engagement.
    • Provide branding templates and storytelling coaching.
    • Assist in developing success stories and narratives.
  • Facilitate peer learning and knowledge exchange:
    • Organize peer-to-peer learning sessions, communities of practice, and office hours.
    • Host learning collaboratives and peer-sharing sessions.
    • Document and disseminate promising practices across jurisdictions.
  • Provide ongoing technical assistance:
    • Deliver individualized and group TA via virtual office hours, consultations, and coaching.
    • Respond to ad hoc requests on evaluation, data collection, analysis, reporting, and marketing implementation.
  • Develop tools and maintain resource library:
    • Create standardized, adaptable tools (data collection instruments, dashboards, templates, social posts, press releases).
    • Develop and maintain marketing toolkits aligned with CDC resources.
    • Maintain an accessible resource library for recipients.
  • Support performance measurement and data use:
    • Guide recipients in aligning activities with CDC performance measures and data use standards.
    • Develop metrics to assess TA delivery and recipient progress.
    • Provide guidance on using data for program improvement and decision-making.
  • Contribute to CDC strategy and monitoring:
    • Synthesize recipient feedback to inform CDC evaluation, performance measurement, and marketing strategy.
    • Track and report on TA delivery, engagement, and outcomes.
    • Collect feedback and use data to continuously improve TA approaches.
    • Prepare periodic reports summarizing activities, challenges, and successes.
  • Prepare annual deliverables:
    • Draft and submit an annual summary report (executive summary, key successes and challenges, actionable recommendations).
    • Develop a companion PowerPoint summarizing activities, findings, and lessons learned.
    • Submit drafts to the COR for review and revise as needed.
  • Support BRFSS annual meeting:
    • Facilitate discussions on evaluation methodologies and best practices.
    • Collect participant feedback and develop evaluation/dissemination tools.
    • Prepare an evaluation report summarizing feedback and recommendations.
    • Provide marketing support and promotional materials highlighting meeting successes and public health implications

 

Required Skills and Experience:

  • Bachelor’s degree in public health, communications, marketing, evaluation, social science, or related field; or equivalent combination of education and experience.
  • Minimum five (5) years of professional experience in program evaluation, public health communications, or marketing support for public-sector programs.
  • Proven experience designing and delivering trainings, webinars, and coaching for diverse audiences.
  • Demonstrated ability to develop evaluation plans, logic models, performance measures, and data collection tools.
  • Strong written and verbal communication skills, including experience producing reports and presentation materials.
  • Proficiency with common data analysis and visualization tools (e.g., Excel, Tableau, Power BI, or equivalent).
  • Experience with social media, digital marketing, and traditional media strategies.
  • Experience working with federal public health programs or CDC-funded recipients preferred.

Preferred Skills and Experience:

  • Master’s degree in public health, evaluation, communications, marketing, or related field.
  • Experience with BRFSS, state/jurisdictional public health programs, or federal grant-funded initiatives.
  • Familiarity with health literacy principles and linguistically/culturally appropriate messaging.
  • Experience developing resource libraries, toolkits, templates, and message testing protocols.
  • Demonstrated ability to synthesize stakeholder feedback to inform program-level strategy.
