About This Position

TJFACT is seeking a well-qualified Caribbean Program Advisor to support the Department of State – INL/WHP office, in Washington, DC. This position is equivalent to a Program Advisor / Specialist Level 3.

The Program Advisor, referred to as Advisor in the remaining sections of this document, provides programmatic development and technical oversight expertise to the INL/WHP Caribbean and South America teams, or another regional team if priorities change. The Advisor will organize and participate in meetings and other activities and draft plans and programs for implementation of INL/WHP foreign assistance. They will provide other general programmatic support to further the team’s programs and regional policy, including drafting papers, briefing leadership, and researching and reporting on INL/WHP related issues.

 

Please note: This position is being recruited in support of a TPC proposal effort. Any offer of employment is contingent upon contract award and successful completion of all pre-employment requirements.


Key Responsibilities

  • Serves as a primary point of contact, under the guidance of the Team Lead and Program Officers, for multiple assigned Caribbean, South America, or other Western Hemisphere programs and projects as assigned.
  • Researches and tracks applicable regional security developments via SMART cables, Daily Activity Reports, media, and others sources, including activities of FTOs and TCOs.
  • Assists with program implementation challenges; reviews regular reporting from project implementers; maintains up-to-date project files; ensures regular communication with posts and implementing partners, and ensures programmatic activities support INL and USG priorities.
  • Tracks program budgets and pipelines for assigned projects.
  • Supports and advises the team to enable effective program funding on INL implementing mechanisms including contracts, grants, and interagency agreements; and coordinate the obligation of funds on letters of agreement.
  • Supports the Caribbean Team, South America Team, or other teams as assigned, collecting INL implementer reports via DevResults. Assists INL/WHP in tracking program execution within contracts, grants, IAAs, and other sources, to include clear deliverables and reporting requirements to be
  • provided by implementers. Provides recommendations on where implementation, monitoring, and evaluation improvements can be made.
  • Assists in maintaining accountability of Program Officers, Contracting Officer Representatives (CORs), Grants Officers Representatives (GORs), and AORs by supporting routine program management, implementer oversight, coordination with INL sections, and quarterly COR/AOR/GOR documentation review.
  • Maintains up-to-date files tracking implementation of programs. Saves regular reporting documents, reviews them, and aggregates information contained within to identify program successes, impacts, and areas of concern.
  • Assists in compiling and analyzing program budget data, including program development and support costs and estimates.
  • Assists in the preparation of programmatic and budgetary justifications, overviews, and responses to Department stakeholders.
  • Assists the Team Lead and Programs Officers in preparing program justifications and responses to congressional and oversight committees, including the Office of Management and Budget, the Government Accountability Office, the Office of the Inspector General, and the House and Senate committees on foreign appropriations.
  • Assists in the preparation of background materials and reports used by INL, and in the preparation of reports, speeches, briefings, meeting notes, press guidance, and congressional testimony on regional and thematic issues.
  • Provides general administrative and programmatic support to the assigned INL/WHP team, including but not limited to assembling briefing books, drafting reports and updates, serving as control officer, and scheduling meetings with the interagency.
  • Assists with other duties as assigned by the Team Lead or INL/WHP management that are correlated directly to the duties stated above.

 

Required Qualifications

  • U.S. Citizen
  • A Bachelor’s degree from an accredited institution
  • Four (4) to six (6) years’ experience in relevant field.
  • Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
  • Ability to communicate effectively, both orally and in writing, with a wide range of players.
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
  • Experience drafting U.S. government reports and documents, such as the INCSR, embassy cables, and other documents.
  • Proficient in Microsoft Office Suite
  • Active security clearance

Preferred Qualifications

  • A Master’s degree from an accredited institution in a field related to the primary duties of this position, including law, international affairs, political science, development, public policy, or public administration.
  • Previous INL programmatic experience.
  • Previous experience working with the U.S. Government, either as a direct employee, contractor, or with an implementing partner.
  • Demonstrated knowledge of Western Hemisphere issues, including specialized knowledge of international narcotics, anti-corruption, and transnational crime.
  • Demonstrated ability to produce project work that is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
  • Demonstrated knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
  • Demonstrated superior communication, interpersonal, and writing skills, including experience drafting U.S. Government reports and documents.
  • Skills in oral and written communication in Spanish.
