About the Role

TBT is seeking an experienced Project Manager / Lead Economic Development Strategist to oversee a community-focused strategic planning initiative. This role requires strong analytical skills, excellent writing ability, and demonstrated leadership in managing multidisciplinary planning or economic development projects.

Work is primarily remote, with occasional, client-requested travel to the Escalon, CA area for stakeholder engagement or presentations.

This position is contingent upon contract award.

Responsibilities

Project Leadership & Management

  • Serve as the primary project lead overseeing timelines, deliverables, milestones, and coordination across the internal team.
  • Manage subcontractors (planner, analyst, engagement lead) to ensure quality, alignment, and consistency across all project components.
  • Maintain clear communication and structured reporting for internal and external stakeholders.

Economic Development Strategy

  • Conduct competitive advantage analysis, market positioning, and identification of business clusters suited for small communities.
  • Assess commercial corridors, development constraints, land-use patterns, and economic assets.
  • Develop recommendations to strengthen the local business environment and support economic resilience.

Stakeholder Engagement

  • Lead virtual stakeholder meetings and interviews with business leaders, property owners, and community organizations.
  • Conduct occasional onsite meetings in Escalon, CA if requested by the client (travel compensated).
  • Present findings, strategy options, and recommendations to leadership groups.

Research, Writing & Deliverables

  • Draft high-quality written plan sections, including strategy, analysis, and implementation recommendations.
  • Integrate data and insights from analysts, planners, and engagement staff into cohesive deliverables.
  • Prepare slide decks, presentations, and summary materials for internal and client-facing use.

Required Qualifications

  • 7 years of experience in economic development, community development, urban planning, municipal strategy, or related fields.
  • Demonstrated experience leading multi-disciplinary planning or economic development projects.
  • Strong writing skills with experience producing strategic plans, economic analyses, or long-form professional reports.
  • Comfortable coordinating diverse teams and managing complex workflows.
  • Experience engaging stakeholders, facilitating discussions, and presenting to committees or leadership groups.
  • Excellent organizational skills and attention to detail.

Preferred Qualifications

  • Prior experience with small-community or rural economic development.
  • Background in business attraction, market analysis, land-use evaluation, or corridor planning.
  • Familiarity with strategic plans, master plans, economic development plans, or similar documents.
  • Experience working with public-sector clients (city, county, regional, or state).
