About the Role
TBT is seeking a skilled Land Use Planner / GIS Specialist to support the technical analysis and mapping components of a community-focused planning project. This role involves land-use evaluation, site inventory work, corridor assessment, and the development of GIS-backed insights to support strategic decision-making.
Work is primarily remote, with occasional, client-requested travel to the Escalon, CA area for site visits or stakeholder engagements.
This position is contingent upon contract award.
ResponsibilitiesLand Use & Corridors Analysis
- Conduct land-use assessment for key commercial corridors and growth areas.
- Evaluate zoning, parcel characteristics, development constraints, and infrastructure considerations.
- Identify opportunity sites and areas for economic development potential.
Site Inventory & GIS
- Produce digital maps, layers, and visualizations to support strategic planning.
- Develop parcel inventories and spatial datasets reflecting existing conditions.
- Compile and analyze GIS data to support written reports and recommendations.
Reporting & Collaboration
- Prepare clear summaries of findings, including maps, charts, graphics, and written analysis.
- Collaborate with the Project Manager, engagement lead, and analysts to integrate technical findings into final deliverables.
- Provide data-backed insights that inform strategy, recommendations, and implementation planning.
Required Qualifications
- 5 years of experience in land-use planning, GIS, community planning, or related fields.
- Strong proficiency with ArcGIS, QGIS, or equivalent tools.
- Demonstrated experience creating parcel inventories, corridor evaluations, and land-use maps.
- Ability to interpret zoning codes, comprehensive plans, and planning documents.
- Strong written and visual communication skills.
- Experience supporting planning, economic development, or community projects.
Preferred Qualifications
- Experience with small-city or rural planning contexts.
- Experience preparing existing-conditions reports or site inventories.
- Knowledge of California planning frameworks (not required).
- Experience integrating GIS outputs into strategic planning or economic development plans.
Contract Details
- Independent Contractor (1099)
- $70/hour
- Remote work with occasional travel to Escalon, CA if requested by the client
- Duration: approximately 2–4 months depending on availability
- Contingent upon contract award
