Summary:

· Under general supervision, performs Computer Assisted Mass Appraisal (CAMA) system analysis for property valuation, performs system troubleshooting;

· Generate reports and proposed steps to implement valuation techniques and methods to appraisers, supervisors, and the Assessor;

· Generate the annual Notice of Value files and tax roll;

· Assist management in obtaining appropriate and accurate data for reports and analysis;

· Aid the department regarding statutory regulations and implement methodology for office procedures;

· Create List Builder pulls and develop workflow processes;

· Resolve technical issues and ensure compliance with program goals and County policies;

· Responsible for quality control of work products related to the countywide reappraisal, new construction, and sales data;

· Perform other duties as assigned.

Responsibilities:


• Perform Computer Assisted Mass Appraisal (CAMA) system and data analysis for property valuations; assists management in obtaining appropriate and accurate data for reports and analysis; and generates a variety of required and/or requested data reports.


• Perform system troubleshooting; identifies problems within the system and takes corrective measures to obtain correct and accurate data.


• Generate the Notice of Value files and tax rolls.


• Provide assistance to the office regarding statutory regulations and implement methodology for office procedures; coordinate special projects as assigned or directed.


• Meet with staff, as necessary, to discuss and resolve workload issues, establish priorities, clarify tax code interpretation and documentation standards, and resolve technical issues.


• Establish quality controls, including technical procedures, performance guidelines, accuracy standards, field review, and CAMA (Computer Assisted Mass Appraisal) system data management.

  • Monitor operations to anticipate technical and management problems and recommend changes to improve reappraisal program planning and functions.


• Review and analyze property valuations; establish quality control procedures and statistical measures to assure property values are based on appropriate market analysis.


• Assure maintenance of all property assessment records in accordance with New Mexico statutes for the retention of public records.


• Stay abreast of current and proposed statutory regulations and requirements, technologies, valuation methods and market conditions.


• Perform other related duties as assigned.

Knowledge and Skills


• Operational characteristics, services, and activities of the Office including business and industry principles and practices related to work assigned.


• Appraisal principles and procedures, techniques, and market analysis in area of assignment.


• Statutes, rules, and regulations governing the valuation and assessment of real and personal property for tax purposes.


• Various software systems and report databases including SQL, Computer systems and specialized software applications, including Computer Assisted Mass Appraisal (CAMA), Geographic Information System (GIS), and other proprietary systems, Word, Excel, and other related computer databases.


• The local area of Torrance County Advanced arithmetical computations adequate to correctly value property.


• Guidelines and statutes affecting property assessment including familiarity with Marshall and Swift Valuation Manual.


• Principles and practices of land planning, surveying, and mapping.


• Principles of record keeping and records management.


• Techniques for compiling and preparing spreadsheets, word processing and statistical databases.


• Effective communication principles and practices including oral and written communication.


• Modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and statistical databases.


• English usage, spelling, grammar, and punctuation.


• Principles of business letter writing.

Physical Functions:

· Work is performed in a standard office environment .

· Operate a County vehicle to drive to meetings and training as required.


• A High School Diploma/GED Certificate.


• One year of experience in the area of assignment, which includes direct work experience with Computer Assisted Mass Appraisal (CAMA) or related software programs for the valuation of various property classifications; knowledge and experience working with various report databases and ability to understand how databases work; experience with appraisal techniques, practices and procedures involved in the valuation of various property, and knowledge of the state statutes related to property taxes; OR an equivalent combination of education, training, and experience.


• Valid New Mexico Driver's License.


• International Association of Assessing Officers (IAAO) training and certifications OR equivalent education experience in appraisal or real estate.


• IAAO I, II, Ill & IV certifications required within four years of hire if no IAAO certifications have previously been obtained (contingent upon availability of training).
