Overview
Toro Science is a venture studio that develops advanced technologies in partnership with the Department of War and other government agencies, then transitions those technologies into high-growth commercial ventures.
We are seeking a Chief Strategy Officer to lead this transition.
This role is responsible for taking technologies emerging from Toro’s development pipeline and building them into standalone companies. The CSO will identify commercial opportunities, form leadership teams, establish go-to-market strategies, and ensure each venture is structured for scale while maintaining alignment with Toro’s broader portfolio.
Role Description
Responsible for transitioning Toro-developed technologies into standalone ventures, including market validation, team formation, commercialization strategy, and ongoing portfolio integration.
Key Responsibilities
Venture Creation & Spinout Execution
Lead the formation of new companies emerging from Toro’s internal pipeline
Define business models, market positioning, and commercialization pathways
Recruit and stand up founding leadership teams (CEO, early executives, advisors)
Establish operational structures and governance for each venture
Market Validation & Commercial Strategy
Identify and validate commercial use cases for dual-use technologies
Develop early customer pipelines, partnerships, and revenue strategies
Translate government-validated technology into scalable commercial offerings
Shape go-to-market strategy across enterprise, government, and consumer channels where applicable
Portfolio Integration & Oversight
Implement reporting frameworks and performance metrics across spinouts
Ensure alignment between portfolio companies and Toro’s strategic objectives
Act as a bridge between venture leadership teams and Toro’s executive team
Support capital formation efforts, including positioning ventures for outside investment
Cross-Functional Collaboration
Work closely with the Chief Innovation Officer to assess commercialization readiness
Partner with the CEO and leadership team on spinout timing, structure, and capital strategy
Collaborate with marketing and BD to position new ventures effectively in the market
Ideal Candidate Profile
Proven experience building or scaling companies from early-stage to growth
Strong background in commercialization, venture building, or operating leadership roles
Experience translating complex or technical products into market-ready solutions
Demonstrated ability to recruit and build high-performing teams
Comfortable operating across both government and commercial markets
Preferred:
Experience in dual-use technology, defense, AI, or deep tech sectors
Background in venture capital, private equity, or venture studios
Track record of launching or leading spinouts or new business units
