Position Overview

Torch Clean Energy is seeking a Developer to advance greenfield natural gas-fired power generation projects that provide firm, dispatchable capacity alongside our renewable portfolio — including projects serving large-load customers such as data centers. Reporting to the Development team, you will own critical development workstreams across siting, permitting, interconnection, and gas supply, and manage projects from origination through the start of construction.


What Success Looks Like

Within your first 12 months, you have taken ownership of 2–3 gas generation projects, advanced at least one through key de-risking milestones, site control secured, air permit application filed, and interconnection and gas transportation studies underway, and earned the trust of landowners, agencies, and internal leadership as the go-to person on your projects.


Key Responsibilities

  • Manage core development workstreams for gas-fired generation projects (simple-cycle, combined-cycle, and reciprocating engine facilities), from site identification through notice to proceed.
  • Identify and secure sites: screen land, negotiate options, leases, and purchase agreements, and coordinate title, survey, and diligence.
  • Lead permitting strategy and execution, including air permits (NSR/PSD, Title V), water supply and discharge, land use/zoning, and other federal, state, and local approvals; manage environmental consultants and legal counsel.
  • Manage electric interconnection processes with RTOs/ISOs and transmission-owning utilities, including applications, studies, and agreements.
  • Coordinate gas supply and transportation: evaluate pipeline capacity and interconnects, support negotiation of precedent agreements, interconnect agreements, and gas supply arrangements.
  • Support offtake origination, including PPAs, tolling agreements, and capacity contracts, and provide development inputs to financial models and investment memos.
  • Engage landowners, communities, and local officials; represent projects in public hearings and stakeholder meetings.
  • Manage project budgets, schedules, and risk registers; present project status and go/no-go recommendations to leadership.
  • Coordinate internal and external engineering on site layout, water, fuel, and electrical design during development.


Must-Have Experience

  • 4–8 years of energy project development experience, with direct exposure to thermal/gas-fired generation, or comparable large-scale infrastructure development.
  • Working knowledge of air permitting for combustion sources (NSR/PSD, Title V)
  • Experience with generator interconnection processes in one or more markets (ERCOT, WECC, MISO, PJM, SPP).
  • Familiarity with natural gas markets, pipeline interconnection, and fuel supply arrangements.
  • Demonstrated ability to manage consultants, counsel, and multi-million-dollar development budgets.
  • Strong negotiation and stakeholder communication skills.
  • Bachelor's degree in engineering, business, environmental science, or a related field, or equivalent experience.

Nice to Have

  • Experience developing projects co-located with or serving data centers or other large loads.
  • Experience with hybrid configurations (gas solar storage) or bridge-power strategies.
  • Existing relationships with pipeline operators, EPC contractors, or turbine/engine OEMs.


Logistics

  • Location: Boulder, CO or Charlottesville, VA preferred; open to remote for the right candidate with significant travel
  • Travel: Willingness to travel up to 20% to project sites, agencies, and community meetings.
