In January 2025, Torch entered into a joint venture partnership with Morgan Stanley Infrastructure Partners to develop, construct, and operate our existing pipeline of projects while expanding our portfolio through new development and acquisitions.


As Torch continues to grow, we are building an internal Engineering Team that serves as the technical backbone of project execution, risk management, innovation, and engineering excellence across our portfolio.


About the Engineering Team

The Engineering Team serves as Torch's technical owner's engineering and project integration group.


The team's purpose is not simply to review consultant deliverables, but to develop an independent understanding of project opportunities, constraints, risks, and tradeoffs so Torch can make better technical, commercial, and execution decisions throughout the project lifecycle.


Team members combine discipline-specific expertise with systems-level thinking to help transform development-stage opportunities into successful operating assets. The team routinely evaluates tradeoffs between engineering, constructability, permitting, schedule, cost, financing, and long-term operational performance to identify solutions that maximize overall project value.


The team also supports engineering innovation through internal automation, software development, AI tools, and emerging technologies that improve project outcomes and decision-making.


Position Summary

Torch is seeking an experienced Civil Engineer to support utility-scale energy projects from early-stage feasibility through final design, construction, and operations.


Successful candidates are comfortable working in the technical details of engineering design and analysis while also communicating effectively with development, engineering, construction, procurement, finance, and operations teams. They understand that engineering decisions affect not only civil design outcomes, but also project economics, energy production, constructibility, permitting, schedule, financing assumptions, and long-term operational performance.


This is a hands-on engineering role. Team members are expected to actively perform engineering analyses, develop conceptual and targeted designs, validate third-party assumptions, investigate complex technical challenges, and build tools and workflows that improve decision-making. At the same time, they must be capable of translating technical findings into clear recommendations and helping project teams make informed decisions.

Successful candidates are naturally curious engineers who enjoy understanding how technical decisions influence project performance, constructibility, cost, schedule, permitting, and long-term operations, and who are motivated to develop solutions that optimize the project as a whole rather than a single discipline.


This role works closely with Development Project Managers, EPC Project Managers, construction teams, operations personnel, and external engineering consultants to advance projects from feasibility through commercial operation.


Key Responsibilities

Civil Engineering Leadership

  • · Serve as a civil engineering subject matter expert across utility-scale energy projects.
  • · Develop conceptual, preliminary, and targeted engineering designs where internal engineering efforts provide value to project development, risk reduction, or execution planning.
  • · Perform internal engineering analyses and design focused on project feasibility, constructibility, cost optimization, risk reduction, and technical due diligence.
  • · Review and provide technical input on grading, drainage, stormwater management, erosion control, hydrology, hydraulics, access roads, foundations, and site development packages.
  • · Support site diligence activities including topographic analysis, geotechnical evaluations, hydrologic studies, environmental constraints analysis, and utility coordination.
  • · Support permitting efforts with local, state, and federal agencies.
  • Multidisciplinary Engineering & Project Integration
  • · Evaluate engineering decisions through a multidisciplinary lens, balancing civil, electrical, performance, construction, development, and operational objectives.
  • · Assess project tradeoffs and identify solutions that optimize overall project outcomes rather than a single engineering discipline.
  • · Understand how engineering decisions influence project economics, development strategy, financing assumptions, construction costs, operational performance, and long-term asset value.
  • · Work closely with development, EPC, procurement, finance, construction, and operations teams to identify risks, opportunities, and design improvements early in project development.
  • · Perform independent engineering evaluations, feasibility studies, alternative analyses, and technical investigations that challenge assumptions, validate third-party recommendations, and provide Torch with an independent technical basis for decision-making.


Engineering Review & Construction Support


  • · Review EPC and consultant engineering deliverables for quality, completeness, constructibility, and compliance with project requirements.
  • · Collaborate with EPC Project Managers to resolve RFIs, change orders, design clarifications, and field issues during construction.
  • · Assist in preparation and review of bid packages, scopes of work, technical specifications, and contractor qualifications.
  • · Provide concise reporting to internal stakeholders regarding engineering deliverables, project risks, schedule impacts, and key decision points.
  • Continuous Improvement and Innovation
  • · Support the development of internal engineering capabilities that strengthen Torch's long-term competitive advantage.
  • · Identify opportunities to improve engineering quality, consistency, and efficiency through automation, software development, GIS workflows, AI tools, data analytics, and other emerging technologies.
  • · Participate in process improvement efforts focused on standardization, automation, and engineering efficiency across the project portfolio.
  • · Contribute to lessons learned programs and continuous improvement initiatives across development, engineering, construction, and operations.


Preferred Experience

  • · 5–10 years of civil engineering experience, including at least 3 years supporting utility-scale energy projects.
  • · Experience supporting projects from feasibility through final design and construction
  • · Proficiency in site engineering and land development design including:
  • Site planning
  • Grading design
  • Drainage design
  • Erosion and sediment control
  • Stormwater quantity and quality management
  • Hydrology and hydraulics
  • · Proficiency using Autodesk Civil 3D
  • · Proficiency using QGIS or ArcGIS Pro
  • · Experience with HydroCAD, PondPack, or similar stormwater software
  • · Experience developing workflow automation using Python, AutoLISP, .NET, Dynamo, or similar tools.
  • · Hands-on engineering experience performing design, calculations, modeling, technical evaluations, or engineering software/tool development, rather than solely managing consultants or reviewing deliverables
  • · Experience reviewing EPC contracts and engineering deliverables
  • · Professional Engineer (PE) license preferred. EIT candidates with strong renewable energy experience will also be considered


Required Qualifications

  • · Bachelor's degree in Civil Engineering from an ABET-accredited university.
  • · Engineer-in-Training (EIT) certification with the ability to get Profession Engineer (PE) license within 6-months.
  • · Strong organizational and project management skills with the ability to manage multiple priorities.
  • · Excellent communication skills across technical and non-technical audiences.
  • · Ability to work effectively in a fast-moving, collaborative environment.
  • · Willingness to travel to project sites as needed (approximately 20%).
