Position Summary & Responsibilities
Position Summary:
The primary goal of this position is to manage problems pro-actively by utilization of intelligence information received and to conduct and/or supervise internal investigations of both staff and residents. This position serves a critical role in the overall operations of the facility by conducting criminal and administrative investigations of any matter that is referred to the incumbent.
Job Responsibilities may include but are not limited to the following:
- The incumbent assigns, supervises, and/or assists in criminal, personnel, and internal investigations and keeps current records and statistics of these investigations. Implements orders, directives, policies and procedures, and assigns, organizes, directs, controls, plans, supervises, evaluates and advises the incumbents of [facility staff].
- Makes assignments concerning investigations of incidents which may include either major infractions of institution policy or state law and/or major felony crimes, property loss or damage claims and grievances. Direct, interpret and enforce policies and procedures related to the intelligence gathering and investigative responsibilities at the facility level. Ensure uniform adherence to policies and procedures, and evaluate the effectiveness, of the intelligence gathering and investigative responsibilities at the facility level. Ensures that the crime scene is properly preserved, and that evidence is collected, brought under proper custody and sent to the laboratory for analysis when appropriate.
- Supervises or conducts sensitive investigations of the institution’s staff to resolve accusations and determine culpability for specific violations of Department of Corrections Internal Management Policy and Procedures, Facility General Orders and/or State Statutes or Regulations. Prepares detailed, concise and thorough reports of investigations. Disseminates to the EAI Director, EAI, Warden, and the County Attorney when appropriate. Conducts interviews and interrogations of suspects, victims, and/or witnesses ensuring that they are properly informed of their constitutional rights.
- Develops plans for identification, prioritization, collection and management of accurate, timely, factual, and relevant intelligence information using a variety of methods to collect, evaluate, and disseminate as appropriate, intelligence information acquired from staff, residents, and concerned citizens. Maintains a contact network of local, state and federal law enforcement officials for the purpose of acquiring intelligence information pertaining to residents and/or employees. Evaluates resident gangs and groups to determine institution mood and provides this information to the EAI Director, EAI and/or the Warden.
- Performs duties necessary to the operations of the correctional facility and the Kansas Department of Corrections by: responding to emergencies; assisting in facility searches; supervision of the resident drug testing program; and checking the effectiveness of security procedures.
- Conducts periodic unscheduled inspections of the facility to observe, talk with and maintain contact with staff and residents. Observes visitors, contractors and staff in their daily conduct. Supervises or conducts background investigations on newly hired employees, both state and contractor. Prepares written reports as necessary.
- Performs other duties as assigned.

Qualifications
Minimum Qualifications:
Must meet all minimum qualifications and necessary special requirements for CO I A; be at least 21 years of age at time of appointment; have three years of relevant experience in the field of corrections or in the detention of convicted offenders including one year of supervisory experience; and have successfully completed the Corrections Officer Training Program (COTP). At the discretion of the agency, college coursework in criminal justice, the behavioral sciences, or the social sciences, or completion of corrections officer training in another jurisdiction may be substituted for some or all of the required COTP and for some or all of the required non-supervisory experience.
Preferred Qualifications:
- Five years experience in corrections or detention work.
- Previous investigation or law enforcement experience.
- BA or BS (or 120 credit hours) in criminal justice or a related field.
Post-Offer, Pre-employment Requirements:
- Possess a valid Driver’s license.
- Certification as a Corrections Officer by the Secretary of Corrections.
- Completion of Kansas Department of Corrections Basic Corrections Officer Training Program or equivalent.
- Completion of Department’s Supervisory Training Course.
- Ability to deal effectively with individuals under restraint.
- Knowledge of procedures and practices of supervising residents confined to an adult maximum correctional institution.
- Ability to stand for long periods, responds quickly to emergencies, and use force to subdue violent residents.
