Housing Assistant
Job Summary:
The Housing Assistant implements day-to-day service delivery to Housing Choice Voucher Program (HCVP) participants by maintaining an assigned caseload. This position provides administrative support for ongoing program related activities including waiting list data entry and monthly mailings to participants. Responsibilities include timely completion of recertifications, collecting third party verification and supporting documentation to ensure program compliance, data entry into Statewide Emphasys software and completing required reporting.
Job Responsibilities:
Program Implementation: (95%)
- Implements day-to-day services provided to program participants by maintaining assigned caseload
- Responsible for timely completion of recertification activities including collecting documentation of household composition and income, collecting third party verification, document review, data entry, creating and sending correspondence to appropriate parties and completing necessary filing
- Assist participants via telephone, appointments, and/or walk-in meetings; maintains required response time as defined by program procedures
- Prepares and submits all required program recertifications and reports by prescribed deadlines
- Assists participants by providing resource referrals to other agency and/or community programs to address household needs
- Provide property owners, and/or managers, with appropriate program participation information and facilitates collaborative relationships
- Completes home visits to support completion of recertification requirements, as requested by Director
- Maintains ongoing understanding of program implementation guidelines and compliance regulations per the New York State Homes & Community Renewal Administrative Plan and agency department procedures
- Assists with individual or group program enrollment and orientations, as requested
- Conducts National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections, as requested by Director
- Prepares and participates in collection and presentation of requested documents for on-site and internal audits as requested by Director
- Completes all waiting list data entry and follow up as outlined in the Administrative Plan
- Conducts eligibility reviews for applicants pulled from the HCV waiting list, collects documentation and prepares program orientations as needed
- Prepares and mails Annual Recertification, Lease Anniversary and Zero income mailings
- Provides office support such as managing phone calls, preparing letters, filing, copying, and faxing
Other: (5%)
- Input and utilization of agency wide intake tracking system
- Attend staff, department, and agency meetings
- Participate in trainings and conferences, as requested
- Other duties and responsibilities as assigned
Required Knowledge, Skills, and Abilities:
- Promote Agency Mission and adhere to policies, procedures and guidelines as defined by TCAction and program funders
- Ability to work with diverse groups and individuals
- Strong oral and written communications skills
- Maintains general office procedures, phone coverage, mailings and filing
- Ability to implement federal, state, and local regulations
- Knowledge of Microsoft Office Suite programs and basic computer functions
- Bi-Annual satisfactory physical including TB test (Mantoux or Chest X-ray)
- Frequent sitting, working at computer keyboard and desk, regular standing to file, occasional bending, stooping, and lifting up to 25 lbs; accommodations may apply to this position
- Obtain Housing Specialist Certification credentials within six months of hire
- Obtain NSPIRE Inspection credentials within twelve months of hire
Minimum Qualifications:
· HS Diploma or GED AND two (2) years work experience with direct consumer interaction
· Meet TCAction criteria for satisfactory driver’s license to access agency owned vehicles to complete work-related activities
