Youth Service Center Coordinator II
BASIC FUNCTION
Plan, organize, implement, and evaluate programs based on a comprehensive program plan created from assessed family and community needs. Ensure that programs and the Family Resource Center operate in accordance with Kentucky FRYSC statutory requirements and the FRYSC Administrator’s Guidebook. Program delivery, coordination of activities, maintenance of documentation, and implementation of support services designed to address identified students and family needs.
DISTINGUISHING CHARACTERISTICS
The Coordinator is responsible for the overall administration and operation of the Youth Service Center and provides leadership for the development, implementation, and evaluation of services aligned with Kentucky FRYSC statutory requirements.
The Coordinator develops and manages the Center’s Continuation Program Plan based on identified student and family needs; monitors program effectiveness; oversees fiscal management and compliance requirements; facilitates the Center Advisory Council; and supervises Assistant Coordinator(s) and other assigned staff.
The Coordinator serves as the primary liaison between the Center, participating schools, district administration, community partners, and state FRYSC personnel to ensure coordinated delivery of services that support student success and family stability.
The Coordinator position exercises independent judgment in planning and implementing services and is accountable for ensuring Center activities align with required program components, state guidelines, and district policies.
PROGRAM SCOPE AND REQUIRED COMPONENTS
The Youth Service Center shall operate within the statutory core component areas established for Kentucky FRYSC programs. The Coordinator is responsible for planning, implementing, and evaluating services within the following areas:
- Referrals to Health and Social Services
- Family Crisis and Mental Health Counseling/Referrals to
- Substance Abuse Education and Counseling
- Summer and Part Time Job Development
- Career Exploration and Development
Specific activities within each component shall be determined biennially based on the Center’s needs assessment and Continuation Program Plan.
REPRESENTATIVE DUTIES
Program Planning and Implementation
- Conduct and utilize a formal needs assessment to inform biennial program planning.
- Develop, implement, and update a written Program Plan aligned to required core components.
- Ensure programs remain responsive to changing student and community needs and may vary year-to-year based on documented data.
- Provide direct and indirect services to students and families as appropriate.
- Coordinate services equitably among schools serviced by the Center.
Fiscal Management and Compliance
- Develop, monitor, and manage the Center budget in accordance with FRYSC and district requirements.
- Maintain fiscal records and ensure expenditures align with approved component areas.
- Ensure timely and accurate completion of required reports and documentation.
- Assure compliance with state, federal, and district regulations.
Leadership and Supervision
- Supervise, monitor, direct, and evaluate Assistant Coordinator(s) and other assigned personnel.
- Provide leadership to ensure effective service delivery.
- Establish measurable goals within the Program Plan and monitor progress toward outcomes.
- Coordinate volunteers and community-based supports.
Advisory Council and Governance
- Establish and facilitate an active Youth Service Center Advisory Council.
- Collaborate with school and community agencies to coordinate services.
- Serve as liaison between the School, Home, and Community.
- Provide regular reports and program updates to the local Board of Education and School(s) School-Based Decision Making Councils as required by FRYSC guidelines.
Data Collection and Evaluation
- Maintain accurate records of individual and group services in accordance with state reporting requirements.
- Collect, analyze, and utilize data to evaluate program effectiveness.
- Conduct a program needs assessment to develop a comprehensive program plan every two years.
KNOWLEDGE AND ABILITIES
Knowledge of Kentucky FRYSC statutory requirements, Youth Service Center core components, needs assessment processes, fiscal monitoring practices, data reporting systems, and governance reporting expectations. Ability to develop a comprehensive annual program plan, manage program funds responsibly, supervise staff effectively, maintain equitable service delivery, analyze data, present program information to governance bodies, and communicate effectively.
EDUCATION AND EXPERIENCE
Any combination equivalent to: bachelor and four-year successful experience in area of assignment.
