The Civil Foreman/Operator directs the day-to-day activities of equipment operators, laborers, and other craft employees, along with construction equipment management and the ongoing decision-making pertaining to project planning and production. The Civil Foreman/Operator pre-plans work for a crew, providing training opportunities for craft persons and overseeing safety procedures, quality of workmanship, production costs, and the morale and attitude of a crew. The Civil Foreman/Operator oversees individual projects, including managing the permit and inspection process and attending and conducting regularly scheduled progress meetings. The Civil Foreman/Operator must also be able to operate all types of heavy civil equipment safely, productively, and efficiently. This position requires grading, excavating, loading, hauling, placing, and compacting of earth, sand or aggregate to facilitate the completion of various civil earthwork projects. The Civil Foreman/Operator will report to the Civil Superintendent or the Superintendent, depending on the assignment.

Scope of Civil Foreman/Operator Position

Ensures work is compliant with the scope and quality as established by the contract documents. Proactively anticipates and solves problems that could delay construction; promotes and instills TMG’s values and principles into the workforce, enforces site cleanliness, safety, and health standards. Successfully manages a subcontractor/craft workforce to meet deadlines, proactively communicates schedules and expectations, holds people accountable, and is able to take the necessary initiative to solve difficult challenges or problems on the project.

Essential Functions Of Civil Foreman/Operator Position

Must be physically fit to perform manual labor in all types of environments and conditions, including heavy lifting (up to 50 lbs.). Regularly required to stand, must be able to use hands to fingers, handle or feel, and verbally communicate and listen. Other physical requirements include sitting, walking, climbing or balancing, and stooping, kneeling, crouching, or crawling. Specific vision abilities required by the position include distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Responsibilities

  • Blueprint reading, layout, and planning of the day-to-day work to perform specific civil-related tasks that ensure that an appropriately sized crew remains productive;
  • Ensuring that all projects are performed in accordance with contractual and quality standards;
  • Establishing and enforcing standards of workmanship that meet the project's requirements, that are consistent with industry best-practice;
  • Working with the crew to accomplish the task, including teaching and mentoring individuals in the crew who are less experienced;
  • Scheduling and directing the daily activities of work and taking necessary action to ensure that the project objectives of cleanliness, safety, price, schedule, quality, and process are met;
  • Maintaining tools, cords, and equipment so that they are kept in good working order and are safe for use;
  • Maintaining the work area(s) in a clean and orderly manner on a continuous basis;
  • Maintaining daily paperwork such as timecards, field reports, schedule updates, and email correspondence to keep the various people involved with the project informed of important issues;
  • Coordinating the work with the project superintendent, subcontractors, and others that are involved in the process;
  • Ensuring that all equipment is being maintained by the responsible Operator to the highest TMG standards; grease and inspect equipment daily, inspect frame structure and hydraulic system, be familiar with the equipment layout, follow refueling procedures, be knowledgeable about emergency devices, practice safe driving, and keep recordkeeping up-to-date.
  • Implementing incremental project schedules that make sure upcoming events are on track and are being proactively attended to;
  • Promoting and maintaining a culture that values safety, health, and cleanliness;
  • Consistently reporting for work on time and in appropriate attire;
  • Conducting and/or attending pre-construction, progress, and other project and staff meetings;
  • Understanding the sequencing of work;
  • Creating a list of materials, supplies, specialty tools, and equipment (proactively) that are needed to perform the work;
  • Filling out time cards; enforcing work hours, dress codes, and other personnel-related matters;
  • Participating in training and other forms of development to strengthen technical, safety, and supervisory skills;

Minimum Qualifications

  • S. degree in construction management or similar degree with a minimum of 7-10 years of experience or a minimum of 15 years of direct experience without a degree;
  • Minimum 5 years of experience working in heavy civil construction performing and supervising earthwork, site utilities, and related work;
  • Understands means and methods of construction associated with earthwork, site utility, and concrete construction associated with developing building sites from 1 to 50 acres;
  • The ability to read blueprints and specifications, to create material lists, and to fill out time cards and other minor record-keeping tasks;
  • Experience in supervising a direct-hire workforce and subcontractors;
  • Extensive knowledge of the trades and the work involved, along with an ability to resolve problems with appropriate and timely decisions.
  • Understands the sequencing of work and the strategy of creating effective project schedules;
  • Understands how to effectively staff self-performed work activities to achieve levels of productivity that meet or exceed industry norms;
  • Interpersonal competencies that include a drive for results, the need for closure, effective oral communication skills, organization, planning, trust, respect, and cooperation;
  • Must be able to lift and handle 50-pound objects;
  • Must be fully mobile and capable of walking job sites, climbing ladders and stairs multiple times daily to inspect work, direct subcontractors and TMG’s own field forces, and assure safety and quality control;
  • Must have a clean driving record to facilitate getting materials from suppliers when necessary;
  • OSHA 30-hour and CPR/ 1st Aid trained;
  • Working knowledge of computer software used in the construction industry.
  • Ownership of all hand tools that are required to perform any task contemplated. (TMG provides all power tools – except battery-powered screw guns and equipment);
  • Bilingual English/Spanish a plus;
  • Ability to work off hours, if required.

1 A grace period of up to six months may be allowed to obtain stated credentials.
