What are the responsibilities and job description for the Estimator/Project Manager position at TLS Group, Inc.?
Estimator is responsible for preparing cost estimates and submitting bids and cost proposals for a variety of Department of Transportation, Turnpike, municipal and private construction projects.
DUTIES AND RESPONSIBILITES:
- Identify upcoming projects for bid and obtain preliminary information
- Attend mandatory and non-mandatory pre-bid meetings
- Identify gaps in scope and submit pre-bid questions
- Make site visits prior to bidding to assess constructability
- Prepare and submit bids using estimating software (B2W Estimate)
- Estimate labor, material, and time requirements by studying plans, specifications, and related documents
- Estimate costs by analyzing labor, equipment, and material from past projects
- Analyze project scopes to determine self-perform and subcontracting needs, and prepare quote solicitation packages
- Prepare and submit vendor and subcontractor request for quote (RFQ)
- Work with project management teams to follow-up on bids and budget performance
- Continually monitor costs through the duration of a project and prepare reports for management
- Prepare change orders and cost breakdowns as needed
- Be proficient with unit price bidding and contracts
- Be very familiar with heavy highway construction, specifically Department of Transportation standards for construction of traffic signals and highway lighting
- Network with customers and stakeholders via industry associations
REQUIRED SKILLS/ABILITIES:
- Bachelor’s Degree
- 3 years of project management/estimating experience in heavy highway or municipal road construction
- High computer competency
- Strong oral and written communication skills
- Reading comprehension and inductive reasoning
- Excellent time management and ability to handle shifting priorities
- Team player with self-confidence and professional presence
WORKING CONDITIONS:
- Prolonged periods of sitting at a desk
