Description
The Program Manager (PM) serves as the senior leader responsible for planning, directing, and overseeing all contract activities supporting the Secretary of the Air Force Office of Small Business Programs (SAF/SB). The PM manages staffing, performance, deliverables, schedules, communications, and quality assurance to ensure all program objectives are achieved in support of Air Force mission priorities.
The PM acts as the primary interface between the contractor team and government leadership, ensuring seamless coordination across multiple functional areas including analytics, outreach, IT support, business process improvement, and data-driven decision support.
Key Responsibilities
Program Leadership & Execution
- Provide overall management, supervision, and direction for all contract personnel and task areas.
- Lead project planning, scheduling, resource allocation, and performance tracking.
- Ensure all tasks, milestones, and deliverables are completed on time and meet required quality standards.
- Manage contract transitions, ensuring continuity of operations.
Stakeholder Coordination & Communication
- Serve as the primary point of contact for government leadership, contracting personnel, and stakeholders.
- Coordinate meetings, briefings, and status updates with senior Air Force and DoD officials.
- Deliver routine performance reports, status summaries, and issue escalations as needed.
- Facilitate clear communication between the contractor team and government staff.
Staffing & Personnel Management
- Oversee staffing assignments, onboarding, and personnel performance.
- Ensure all team members meet required qualifications and security requirements.
- Manage personnel changes and provide qualified replacements when needed.
- Foster a collaborative, high-performing team environment.
Quality & Risk Management
- Implement quality control processes to ensure program compliance and performance.
- Identify risks, issues, and barriers to mission success and lead mitigation strategies.
- Maintain documentation, records, and reporting required for contract oversight.
Security & Compliance
- Ensure all program activities adhere to applicable security, clearance, and confidentiality requirements.
- Coordinate with security officers or designated authorities regarding personnel access and compliance.
Requirements
- Bachelor’s degree (Master’s preferred).
- 10 years of program or project management experience supporting Federal or DoD programs.
- Demonstrated ability to manage multi-functional teams and complex workloads.
- Experience engaging with senior government leadership and stakeholders.
- Strong organizational, analytical, and decision-making skills.
- Excellent written and verbal communication abilities.
- Active Secret clearance or the ability to obtain one.
Preferred Qualifications
- PMP or equivalent program management certification.
- Experience in DoD, Air Force headquarters, or enterprise-level support environments.
- Familiarity with small business programs, acquisition environments, or process improvement initiatives.
- Lean Six Sigma or CPI experience is a plus.
Salary : $120,000 - $160,000
