Health & Safety Manager

TLC Pipeline Construction, Inc. is seeking an experienced Health & Safety Manager to lead and continually improve our company-wide safety program. This is a leadership position for a motivated safety professional who is passionate about building a culture where every employee goes home safely every day.

5 years of pipeline or heavy construction safety experience is strongly preferred.

Position Summary

The Health & Safety Manager is responsible for developing, implementing, and continuously improving TLC Pipeline's corporate safety program. Reporting directly to company ownership and executive leadership, this individual will play a critical role in achieving our goal of zero incidents while ensuring compliance with OSHA, DOT, client, and company safety requirements.

This position requires regular travel throughout Colorado, the Rocky Mountain Region, and Southeast New Mexico to support field operations and client projects.



Key Responsibilities

  • Lead and manage the company's comprehensive health and safety program.
  • Develop, maintain, and enforce company safety policies, procedures, and standards.
  • Ensure compliance with OSHA, DOT, state, federal, and client-specific safety requirements.
  • Conduct hazard assessments, Job Hazard Analyses (JHAs), and Job Safety Analyses (JSAs).
  • Develop and maintain Site-Specific Safety Plans (SSPs).
  • Perform routine field safety inspections, audits, and observations.
  • Investigate incidents, perform root cause analysis, and implement corrective actions.
  • Develop, update, and deliver company safety training programs.
  • Coordinate new hire safety orientation and ongoing employee safety education.
  • Lead monthly company safety meetings and weekly supervisor safety meetings.
  • Develop tailgate meeting topics and toolbox talks.
  • Track safety performance metrics and provide reports to executive leadership.
  • Establish quarterly safety goals and measure program performance.
  • Manage the company's Good Catch Program.
  • Oversee DOT and Non-DOT drug and alcohol testing programs.
  • Ensure employees have appropriate PPE and monitor proper use.
  • Maintain current knowledge of industry regulations and best practices.
  • Build strong working relationships with client Safety Managers and serve as TLC's primary safety representative.
  • Oversee Operator Qualification (OQ) programs through Veriforce, Energy Worldnet, and other client platforms.
  • Ensure safety programs and training materials are available in both English and Spanish.
  • Oversee large project field safety coordinators.


Qualifications

Required

  • Minimum of 5 years of health and safety experience in pipeline construction, oil & gas, or heavy civil construction.
  • Strong knowledge of OSHA and DOT regulations.
  • Experience developing and implementing safety programs.
  • Experience conducting incident investigations and root cause analyses.
  • Excellent leadership, communication, and organizational skills.
  • Strong computer proficiency including Microsoft Office.
  • Ability to learn client and company software platforms.
  • Ability to work independently while supporting multiple active projects.
  • Ability to travel throughout Colorado and the Rocky Mountain Region.
  • Must reside within one hour of TLC Pipeline headquarters.

Preferred

  • Bilingual in English and Spanish.
  • Experience managing client compliance platforms such as Veriforce, ISNetworld, and Energy WorldNet.
  • DOT Operator Qualification (OQ) Evaluator certification.
  • Bachelor's degree in Environmental Health & Safety (EH&S) or a related field.
  • Additional industry safety certifications and training.

Compensation

$75,000 – $115,000 annually

Compensation will be based on experience, education, certifications, and overall qualifications.
