Headquartered at a 59,000 sq. ft. advanced manufacturing facility in Madison, Alabama, Titomic USA partners with major defense primes, government agencies (including DoD and NASA), and commercial customers on mission-critical components such as titanium pressure vessels, launcher coatings, and space-grade shielding.

Position Summary

Titomic USA, Inc. is seeking an experienced Director of Contracts and Compliance to lead the company's government and commercial contracting function and build out its regulatory compliance program. This role is central to Titomic’s growth as it scales relationships with defense primes, federal agencies, and international partners. The ideal candidate combines deep federal contracting expertise (FAR/DFARS) with hands-on experience in export controls (ITAR/EAR) relevant to a defense- and aerospace-adjacent manufacturer.

Key Responsibilities

Contracts Management

  • Lead proposal support for government solicitations, including pricing, terms negotiation, and compliance with solicitation requirements
  • Manage the full contract lifecycle from pre-award through closeout, including modifications, claims, and disputes
  • Serve as primary point of contact for contractual matters with DoD, NASA, and other federal customers
  • Interface with Titomic's corporate/legal team on agreements and intercompany arrangements

Regulatory Compliance

  • Own and mature the company's compliance program covering FAR/DFARS, ITAR, EAR, and other applicable defense-industrial regulations
  • Manage export control classifications, licensing, and technology transfer controls for TKF™ systems, powders, and related IP
  • Oversee compliance with government cost accounting standards (CAS), as applicable, and support DCAA/DCMA audit readiness
  • Develop and maintain policies, procedures, and training related to contracts, ethics, and regulatory compliance
  • Monitor regulatory changes affecting defense manufacturing and advise leadership on risk and required actions

Risk Management & Governance

  • Identify, assess, and mitigate contractual and compliance risks across the business
  • Partner with Finance, Operations, and Program Management to ensure contract terms are flowed down and executed correctly
  • Support security and facility clearance requirements in coordination with Facility Security Officer functions, if applicable
  • Prepare compliance reporting for executive leadership and board as needed

Qualifications

  • Bachelor's degree required; MBA, or advanced degree in a relevant field preferred
  • 8 years of experience in government contracts administration and regulatory compliance, ideally within defense, aerospace, or advanced manufacturing
  • Demonstrated expertise in FAR/DFARS, ITAR/EAR, and federal acquisition processes
  • Experience supporting a growing or scaling organization, including contracts with defense primes and federal agencies
  • Strong negotiation, drafting, and stakeholder management skills
  • Ability to obtain and maintain a U.S. security clearance (U.S. citizenship without dual citizenship required)
  • Certification such as NCMA's CFCM/CPCM, or equivalent, a plus

Security Requirements:

  • U.S. citizenship required without dual citizenship.
  • This position requires a background check.
  • This position may require drug testing.
  • Must possess or be able to obtain a U.S. Government security clearance.
