The Housing Services Specialist is responsible for facilitating smooth and efficient operations for agency rental housing.
Pay rate: $18.50/hour
Work Hours: Monday - Friday, 35 hours per week.
Location: Owego, NY

Job responsibilities include:
- Responsible for ensuring the efficient operation of leased apartments by interviewing and determining eligibility; completing lease-ups and receritfications; maintaining documentation, owner contact, and performing related functions.
- Understands and ensures compliance with program funder policies, procedures, and regulations
- Responsible for showing, and leasing units at TOI rental properties
- Maintains lease documents, vacancy and wait lists for all properties
- Coordinates and conducts move-in/out inspections, annual and follow-up inspections of TOI rental properties
- Follows program procedures for collecting rent, laundry money, etc., reports and provides tracking information to supervisor
- Completes the security deposit process as delineated in the Department Policy and Procedures.
- With the assistance of the supervisor, mediates tenant problems and ensures a satisfactory resolution.
- Establishes and maintains working relationships with various human service agencies available in the county for referring tenant/clients as appropriate; e.g. education, transportation, employment, childcare, homeownership, financial counseling etc.
- Inputs tenant information and certification data into database
Minimum Education and Experience:
- A graduate from a regionally accredited or New York State registered four-year college or university with a bachelor’s degree in the human services field or related field AND two years work experience in property management, real estate, or human services field; OR
- A graduate from a regionally accredited or New York State registered four-year college or university with a two-year degree in human services or related field AND at least four years work experience as above; OR
- Work experience in property management, real estate or human services can be substituted for a college degree based on two years of experience for one year of college education.
Required Knowledge, Skills. and Abilities
- Computer skills to perform efficiently
- Good communication skills to be able to communicate verbally and in writing with tenants
- Skills necessary to perform detailed record keeping, perform basic bookkeeping and maintain organized files
- Working knowledge of tenant rights/landlord rights
- Working ability to interpret and apply program regulations
- Thorough ability to respect privacy and confidentiality of client interviews, information and file
- Must attend seminar, within one year of employment, pass exam for Certified Occupancy Specialist (COS), or equivalent certification; must attend seminar within one year of employment, pass exam for USDA Rural Development 515 Rural Rental Housing. Payment for registration and testing to be provided by the Housing Department
- Ability to work with the public. Must be calm, flexible, organized, and be able to work in an office setting
