Senior Manager, People Operations

What you will do:

The Senior Manager, People Operations is a strategic leader responsible for shaping and executing the operational infrastructure that powers People & Culture programs across the enterprise. This role leads cross-functional teams—including People Systems, Payroll, and Leave Management—to deliver seamless, scalable, and compliant employee experiences. By partnering closely with P&C stakeholders, this leader drives innovation in process design, automation, and technology enablement across the employee lifecycle. They are accountable for developing a forward-looking people operations strategy and roadmap that aligns with enterprise goals, enhances data integrity and privacy, and maximizes the value of HR technology investments. Through thoughtful vendor management and operational excellence, this role ensures that People Operations is a catalyst for organizational agility and employee empowerment.

Here’s a day in the life:

• Lead the People Operations team including HR information systems (HRIS), Payroll and Leave Management to deliver a seamless and scalable employee experience.
• Equip the People Operations team in their unique career journey at Tillamook, including individualized development, day-to-day coaching, mentoring and how we scale our impact for the future.
• Consult on system configuration, optimization, and troubleshooting, collaborating with P&C stakeholders to translate business needs into effective design.
• Champion the development of automation to optimize systems, improve data quality and reduce manual intervention.
• Develop and maintain a multi-year people operations roadmap including system assessment, project planning, implementation and change management.
• Influence the delivery and adoption of data stewardship practices within P&C, leading the evaluation of P&C data privacy and security controls and the development of standards in support of the organization’s cybersecurity program.
• Ensure data is delivered to the stakeholders in the organization in a digestible, relevant way so it can be utilized to understand trends and facilitate decision making at all levels of the organization. Work in collaboration with IT and others to explore and apply the use of AI in our operations.
• Oversee the management and continuous improvement of leave of absence and time off programs (e.g., FMLA, paid leave, PTO), ensuring compliance with legal requirements, alignment with relevant benchmarking, and informed understanding of employee perspective.
• Lead the development and execution of payroll and time capture strategies, introducing automation and ensuring accurate and timely payroll processing while maintaining compliance with federal, state, and local regulations.
• Develop business continuity strategies for key operational roles to ensure operational resilience and seamless employee experience.
• Influence People Operations strategy through research and assessment of industry trends and standards, proactively introducing and adopting advancements to programs, tools and methodologies.
• Build effective partnerships across P&C to enable efficient and consistent delivery of programs, solutions, and support for our employees.
• Engage with other departments and stakeholders to ensure alignment of people operations strategies with broader business objectives.
  
  

Knowledge, skills, and abilities:

• Bachelor's degree preferred.
• 10 years' relevant work experience, 8-10 years people leadership experience
• Deep knowledge of HR people operations strategy, people systems (i.e., HCM, Applicant Tracking, Total Rewards) and associated processes.
• Significant experience with system selection and implementation, process optimization, and automation of complex analysis.
• Current knowledge in trends in areas of people systems, AI and employee experience.
• Analytically driven, flexibility to adapt to changing business situations and effective & creative problem-solving capabilities.
• Advanced knowledge of regulatory compliance for People & Culture and Payroll.
• Ability to build strong partnerships, influence decisions, and communicate complex work across a variety of audiences.
