In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. The USDS Cyber Threat Intelligence Analyst identifies, assesses, and evaluates existing and emerging cyber threats to TikTok and works with internal and external security partners to proactively mitigate and defend against them. As a Cyber Threat Intelligence Analyst, the candidate must be able to effectively acquire and sort threat data to highlight threat actor activities and identify emerging risks and vulnerabilities for TikTok. Following identification and aggregation, the candidate must be able to produce and develop threat intelligence reports that highlight strategic, operational, and tactical follow-on activities, as well as identify and help reduce potential impacts to the business. The candidate should be able to enhance intelligence processes through automation of manual tasks and present reports to internal stakeholders to drive response actions. The candidate must be available to respond to RFIs (requests for information) in a timely manner.

Responsibilities:

• Develop threat intelligence reporting on active threat groups, relevant threat capability developments, and government-backed threat actors; analyze security events and incidents, and develop attack trend reports. Drive and execute the cyber intelligence monitoring process
• Identify, track, and investigate high-priority threat campaigns, malicious actors, capabilities, and TTPs (Techniques, Tactics and Procedures) and map them to the MITRE ATT&CK framework.
• Provide timely reports with recommended mitigation strategies to allow for swift cyber response; translate complex concepts into easily digestible analytic material for executive and non-technical audiences.
• Create, recommend, and assist with development of new security content to include signatures, alerts, workflows, and automation
• Discern and communicate patterns of complex threat actor behavior and cyber threats to relevant security and business stakeholders
• Maintain and refine sources of data within a dedicated Threat Intelligence Platform (TIP)
• Develop automation to enhance TIP data ingestion, processing, and dissemination
• Identify and further develop current intelligence sources and tools based on internal gap and collection analysis.
• Develop industry contacts and relationships to enhance intelligence-sharing
• Perform organizationally-relevant vulnerability analysis and research to support vulnerability management

Qualifications
Education: Bachelor’s degree (or equivalent) in Computer Science, information security, or like discipline from an accredited college or university or measurable knowledge/experience from proven industry, military, defense, or government operations.

Core Qualifications

• 2 years experience working with cyber threat intelligence
• Bachelor’s degree in Computer Science, Computer Engineering, Cybersecurity or equivalent information security, privacy, risk, compliance, project management or relevant discipline from an accredited college or university OR measurable knowledge/experience from proven industry, military, defense, or government operations.
• Experience building automated tools in Python, Java, C, or PowerShell
• Experience with SQL or other query languages
• Knowledge and significant experience in developing threat intelligence reporting and management of threat intelligence platforms

Preferred Qualifications

• In-depth knowledge of the use of databases for reporting (SQL language)
• GCIH, GCIA, CEH, or CISSP
• Knowledge of networking fundamentals (TCP/IP, Network Layers, etc.), malware operation and indicators, current threat landscape (threat actors, APT, cyber-crime, etc.), and security-related technologies and their functions (IDS, IPS, FW, WAF, SIEM, EDR, DLP, Proxy, next gen anti-malware etc.)
