The primary duties of the Project Manager include planning and managing all aspects of small to large multidiscipline projects, providing technical guidance to staff; ensuring technical quality of work; maintaining project schedule and managing project budgets. As a Project Manager you will coordinate the work of an internal team throughout the entire project development and establish strong client relations with a variety of business stakeholders.

The position requires advanced leadership, and technical training and experience to complete this level of work. Requires a thorough understanding of multiple right of way related disciplines such as engineering, title, law, appraisal methodologies, communication and negotiation, practical application of the Uniform Act requirements, contract administration and project management.

The Project Manager performs office or nonmanual work directly related to the management or general business operations of the employer or the employer’s customers. Work includes the exercise of discretion and independent judgment with respect to matters of significance.

Supervisory Responsibilities:

Although the Project Manager may not have direct supervisory responsibility, he or she leads a team of employees assigned to complete projects.

Essential Functions and Requirements:

  • Organizes and develops work plans, project strategies, cost estimates and proposals for each project.
  • Ensures adequate resources and personnel required for implementation of all work plans and strategies for the successful completion of projects.
  • Develop budgets and schedules, using milestones, progress reports and project tracking tools for successful completion of project objectives.
  • Serves as a liaison with clients regarding project timelines, budgets, current status and estimated completion dates.
  • Provides information and guidance regarding project scope changes or changes in project strategies and plans.
  • With ROW Operations/Division Manager, develops and implements project-billing formats; manages project costs and project schedules.
  • Implements quality control measures to ensure accuracy and completeness of project deliverables.
  • Provides leadership to Right of Way staff when complex or difficult project issues arise and develop strategies for successful resolution.
  • Reviews final documents for accuracy, completeness and adherence to project standards and strategies prior to submittal to client.
  • Approve justifications and submittal of condemnation recommendations to clients.
  • Supervises and provides training and direction to Right of Way staff.
  • Reviews complex appraisal reports when negotiation issues arise.
  • Reviews and approves complex right of way and engineering plans, document formats, offer letters and other forms.
  • Approves justifications and submittal of Administrative Settlement recommendations to clients.
  • Provides project updates on a consistent basis to various stakeholders about strategy, budgets, schedules, adjustments, and progress.
  • May participate directly in negotiations with landowners.
  • Serves as a primary point of contact with Clients and Project Team Members as directed.
  • Acquires new business clients and develops strategies to retain existing clients.
  • Performs other related responsibilities as needed.

  • Knowledge of the Uniform Act of 1970

The Project Manager must be able to make decisions which have significant impact on the department's and the organization’s credibility, operations and services, express and exchange ideas with others, adapt well in the face of workplace stressors, work with limited to no supervision, understand complex problems and collaborate with others to explore alternative solutions, and work under pressure.

Physical requirements include the ability to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, sitting in a stationary position for long periods of time, and the ability to transport objects or equipment weighing up to 20 pounds from one area to another and have the ability to move from one worksite to another on a regular basis. Must be able to operate computer equipment and a motor vehicle.

Travel:

This position requires frequent daily, overnight travel and extended stays.

Work Environment:

No adverse environmental conditions expected.

Minimum Qualifications:

  • High School Diploma or equivalent and seven (7) years’ experience in a related field; OR Bachelor’s degree in Business Administration, Real Estate or related field AND three (3) years’ experience in a related field; AND
  • Valid driver's license; AND
  • Valid Real Estate license issued by the State Department of Real Estate in the state performing work

Preferred Qualifications:

  • Bachelor’s degree
  • SR/WA, PMP
